Research On Risk Prevention And Control Of Smart City Projects Based On PPP Model

With the continuous development of the information age,a new generation of information technologies,such as artificial intelligence,Internet of things,and big data,emerges at the historic moment.Smart city is a new urban form supported by the new generation of information technology,and a new solution to solve urban development problems and support future urban development.Government-social capital cooperation(PPP)mode has been widely used in the world as a public infrastructure construction mode due to its advantages of two-way repair between the government and enterprises.Smart cities have become a new field for the promotion and application of PPP mode.Under the background of the current government departments vigorously promoting the construction of smart city,promoting the implementation of PPP projects and private enterprises’ high enthusiasm for PPP project construction,this paper mainly studies the following aspects:First of all,this paper analyzes the significance and development history of smart city construction in China,systematically analyzes the operation mode of smart city construction projects,and elaborates the internal logic of smart city construction.Through the relevant theoretical research,the relevant concepts of PPP model and smart city are summarized,and the relevant problems under PPP model,the operation procedure of PPP model and the difficulties and challenges faced by the construction and development of smart cities in China are systematically understood.Then,it identifies the risks existing in smart city projects under PPP mode,and analyzes the risk assessment and sharing of smart city projects based on PPP mode.This paper analyzes the feasibility of the project construction and the technical risks,suppliers’ risks,financial risks and legal and policy risks in the concrete construction of the project by combining the “Smart JN” PPP project In combination with the principle of project risk allocation,the project risk evaluation index system and evaluation model are constructed.Through matrix weight calculation,the overall score of“Smart JN”project is low risk,and suggestions are provided for risk avoidance.Finally,through the analysis of theoretical and practical cases,this paper proposes risk coping methods for the risks of PPP model smart city construction projects,that is,mitigating or eliminating the risks of PPP model smart city projects through risk avoidance,risk transfer,risk control,risk retention and other strategies to change the nature of risk consequences.The size of the assessment of risk probability and risk consequences,and according to the risk of financial risk and political risk to complete environmental protection risk and so on various types of risk put forward the specific measures,at the same time,increase security awareness for the PPP mode wisdom city project.To raise awareness,strengthen the top-level design specification management humidity,encourage technology innovation It provides reference for the preliminary project evaluation of similar projects in the future and improves the overall level of project management.
