In recent years,in the process of promoting urban governance and urbanization by governments at all levels in China,more and more urban management problems have become increasingly prominent,which has become a major problem hindering the government from improving its governance capacity and governance level and promoting the urbanization process.In China’s political power system,the county-level people’s government is an important part of the connection between the central government,provinces,municipalities and regions with townships and villages,and is the basic administrative unit for the operation of the entire state power system.In the actual operation of China’s political power system,the people’s government at the county level undertakes very important administrative governance and government service functions,it is the implementer of the policies of the municipal,provincial and central government at the higher level,and the promoter of government services,directly facing the people,and its level and ability of administrative governance are directly related to the vital interests of the people and the stable operation of state power.At present,the new generation of information technology represented by Cloud Computing,Big Data,Communication Networks,Internet of Things,Artificial Intelligence,Blockchain,etc.is accelerating its penetration into the fields of national economic development,government administration,social livelihood,production and life,etc.,and the Party Central Committee and the State Council have also taken this opportunity to vigorously promote the construction of smart cities to break the problems and challenges in urban governance and promote the urbanization process,so as to improve the level of government administration and governance modernization.However,due to the lack of informatization talents of county-level governments in China,coupled with the characteristics of smart city projects such as high degree of integration,difficult implementation and short implementation cycle,county-level governments lack risk control capabilities in the process of building smart city projects,resulting in many cases of county-level smart city project failure.This thesis systematically uses the project risk management theory and technology,combined with the construction characteristics of county-level smart city projects and the objective reality of the implementation process of RC company "Smart Q County" project,and on the basis of fully studying the information system project and the relevant theories of project risk management,the work structure of the "Smart Q County" project is first decomposed,and the work structure of the "Smart Q County" project is decomposed.Secondly,the brainstorming method identifies the risk structure decomposition of the "Smart Q County" project from the dimensions of scope,quality,resources,personnel,technology and management.Thirdly,according to the phase division theory of the information system project,the WBS-RBS method was used to identify the corresponding risk factors in each stage of the "Smart Q County" project.Finally,the risk factors of each stage of the "Smart Q County" project are evaluated by analytic hierarchy,and the relative importance ranking of the weight of the risk factors in each stage of the "Smart Q County" project is obtained,and the risk response and monitoring measures of the "Smart Q County" project are proposed.Through the research of this thesis,on the one hand,a set of risk identification and evaluation methods,response and monitoring measures suitable for reference and reference in the construction process of smart city projects have been formed,which provides strong support and assistance for RC company to promote the smooth implementation of smart city projects.On the other hand,as a typical large-scale software development integration project,the "Smart Q County" project has the same risks and project characteristics as the software development integration project,and in this thesis,the risks related to the "Smart Q County" project identified by the system and the more detailed countermeasures proposed are also of reference value for large-scale software development integration projects.At the same time,this thesis also has very important guidance,reference and practical significance for guiding county-level governments to successfully implement smart city project construction,which is helpful to enhance the voice and risk control ability of county-level governments in the process of smart city project construction. |
