The adjustment of the village level organizational system is an important part of Rural Revitalization and promoting the integrated development of urban and rural areas.The adjustment of the village level organizational system is conducive to streamlining the grass-roots administrative institutions,streamlining the grass-roots cadres,and improving the service quality and efficiency at the village(community)and town and village levels.With the continuous advancement of China’s "two reforms"(withdrawal of townships and towns and integration of villages and groups),the adjustment of village level organizational system has become an important way to stimulate rural vitality and revitalize rural areas.Through the combination of theory and practical cases,this paper deeply analyzes and studies the problems and reasons in the adjustment of village level organizational system in Huojing Town,Qionglai City,and puts forward corresponding suggestions.First,it expounds the theoretical background,practical background,policy background,etc.of the study,and further expounds the significance of this study.It summarizes the current research situation and relevant literature of village level organizational system adjustment,determines the ideas and methods of this study,and summarizes the possible innovations and shortcomings of this paper.Secondly,it introduces the concepts and theoretical basis related to the adjustment of the village level organizational system,such as the administrative management theory and the new public management theory,finds sufficient theoretical basis,integrates the existing research results and previous discussion documents,and provides theoretical basis and method support for the subsequent chapters.Third,it analyzes the methods and effects of Huojing town’s village level organizational system adjustment,from the whole process of publicity and mobilization,scheme brewing to implementation completion,and data archiving,analyzes Huojing town’s village level organizational system reform,and tracks and analyzes in detail the specific methods of collective asset management,team adjustment,public service adjustment and so on.Fourth,analyze the problems existing in the adjustment of Huojing town’s village level organizational system,such as unreasonable merger,idle assets,and the selection of "two committees" teams,and analyze the reasons.The fifth part puts forward corresponding suggestions,summarizes the conclusions of the paper and puts forward prospects.Through the research,this paper concludes that the adjustment of village level organizational system will bring about a certain waste of public resources;Poor public services and low utilization of idle resources in mountain villages(communities)are mainly caused by inconvenient transportation and low personnel quality;The development of collective economy through enterprise thinking in established villages will become an important way to promote common prosperity of villagers.The adjustment of the number of villages and communities as "subtraction" is not the goal.The ultimate goal of the adjustment of the village level organizational system is to improve the development and management effect of the grass-roots economy through reform.
