Research On Evaluation And Optimization Of Rural Vitalization In A City Of Hunan Province

Rural vitalization was proposed for the first time at the 19 th National Congress of the Communist Party of China.The report reflects the great importance attached by the Party Central Committee in the new era to the work of "issues relating to agriculture,rural areas,and rural people".It also pointed out the direction for the work.It shows that the work of“issues relating to agriculture,rural areas,and rural people” will achieve a historic breakthrough.The strategy of rural vitalization promotes agricultural and rural prosperity,and it is related to the grand goal of building a powerful modern socialist country in an all-round way.City A is located at the junction of Hunan Province and Jiangxi Province.During the implementation of the the strategy of rural vitalization,the evaluation of the rural vitalization in City A can optimize the later recommendations.It has important reference significance for the junction of Hunan Province and Jiangxi Province’s county and city to promote the rural revitalization strategy.This paper systematically sorts out the domestic and foreign research literature and management theories on “issues relating to agriculture,rural areas,and rural people” and rural vitalization,and on this basis,through statistical bulletins,economic development reports,surveys and visits,to qualitatively understand the current situation of rural revitalization and development in City A.Selecting “thriving businesses” “pleasant living environment” “social etiquette and civility” “effective governance” “prosperity” as primary indicators.Then according to them select 28 secondary sub-indicators to construct the rural vitalization evaluation system of city A.Through the analysis of the analytic hierarchy process,and by using python programming to calculate the index weight,the index weight is determined,and the five first-level indicators are evaluated and scored,then evaluate the rural vitalization of city A.The results show that rural vitalization in City A has achieved certain results and developed relatively well.In the process,there are still problems such as contradictions in the industrial structure,weak ecology,backward public culture construction,weak public governance,and poor ability of farmers to increase income.The reasons are lack of ideological understanding,lack of talent team,unadvanced governance concept,unable to keep up with funds,and unclear thinking of overall development.So constructive optimization suggestions are given from five perspectives,including industry,ecology,culture,governance,and talents,so as to better promote rural vitalization in City A.It can provide experiences for counties and cities in the border regions of Hunan and Jiangxi.
