The dangerousness assessment of criminals is a process of systematic and scientific assessment of the psychology and behavior of criminals and other dangerous tendencies,such as murder,escape,self-harm,suicide,etc.,which may affect the order and stability of prisons,by using special technical methods in the process of execution of penalties in prisons.Through the risk assessment of criminals,prisons can make a prediction and assessment of the psychological and behavioral aspects of criminals that may endanger the public order and supervision order,as well as their degree of harm.The process of assessing the risk level of incoming offenders is the risk assessment of incoming offenders,which is the first hurdle of offender assessment,and its standardization and scientification are crucial for offender management.Therefore,in the management process of risk assessment for incoming offenders,the research and exploration of standardized management in the selection and recruitment of assessment personnel,management of the assessment process,and application of assessment results highlight its importance and necessity.Taking Shanghai XSF Prison as an example,this paper analyzes and summarizes the current situation,problems and causes of the management of the risk assessment of entering offenders in Shanghai through case studies,questionnaire surveys of 40 frontline assessors and interviews with 9 professionals in the assessment operation line including prison leaders,and further analyzes and summarizes the current situation,problems and causes of the management of the risk assessment of entering offenders in Shanghai based on the PDCA Based on the PDCA cycle theory,WSR methodology and AHP hierarchical analysis,we try to establish a standardized system that is in line with the actual management of the risk level of the incoming offenders in Shanghai prison system.The results of this paper show that the current situation of risk assessment management of incoming offenders in XSF prison in Shanghai is that the efficiency of risk assessment by front-line assessors is low and the accuracy of assessment is decreasing year by year.The problems include five aspects: first,the lack of professionalism and instability of the assessor team;second,the lack of accuracy of the offender risk assessment scale;third,the lack of efficiency in the curing of the risk assessment process for incoming offenders;fourth,the low uniformity of the risk assessment results for offenders in the first-line prison districts;and fifth,the lack of attention to the application of the offender risk assessment results.The main reasons for these problems are the unreasonable selection mechanism of assessors and the lack of standards for training;the lack of standards for updating the risk assessment tools;the lack of verification means for the collection of offender information;the imperfect assessment standards for the risk assessment of entering offenders;and the lack of institutional regulations for the application of risk assessment results.Based on these results,this paper constructs a standardized system for the management of risk assessment of entering offenders in eight aspects,including institutional management,organizational management,and assessment operation management,and conducts a preliminary evaluation of the effectiveness of the system.The results of this paper focus on the standardization and systematization of the management of risk assessment of entering offenders in Shanghai,which can help the risk assessment of entering offenders to better adapt to the changing needs of reality and can contribute to the improvement of the effectiveness of offender management and rehabilitation work. |
