Research On The Pace Of E-government Furthering The Reform To "Delegate Power,Improve Regulation And Upgrade Services"

The reform of " delegate power,improve regulation and upgrade services" is the main force in accelerating the transformation of government functions in the new era and the biggest feature of the reform of administrative system.Due to the rapid development of Internet technology,e-government has become an important carrier to promote the reform of "delegate power,improve regulation and upgrade services" and realize the transformation of government functions.The CPC Central Committee and The State Council attach great importance to the "Internet+government services",as an important starting point to implement the reform of "delegate power,improve regulation and upgrade services",which has promoted the rapid development of e-government,especially online services in China.In recent years,China has further put forward requirements to develop digital government.The e-government in the digital era presents new characteristics.The reform of local government "delegate power,improve regulation and upgrade services" has made gratifying achievements in practice,but there are also some problems to be solved.As a province with a relatively leading level of economic and social development in China,Jiangsu Province has achieved remarkable results in the practice of promoting"Internet+government services",and has formed some innovative experiences for reference,which has certain research value.This study focuses on the reform of "egovernment empowerment" in Jiangsu Province,to sort out and refine its main practices and experiences,exploring the main problems existing in the reform of " delegate power,improve regulation and upgrade services".It studies on several existing problems,such as the difficulty of coordinated promotion,the low level of integration,a weak sense of experience,and the "Internet+regulation" that does not adapt to the market demand.By using the related public management theories and case analysis methods,It tries to analyze the causes and put forward suggestions on the path optimization of the reform in Jiangsu Province,including promoting coordinated development,strengthening digital foundation,innovating comprehensive supervision,firmly establishing the service concept and deepening public participation.
