| Since the 18th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping at the core has attached great importance to optimizing the business environment.Promoting the “reforms to streamline the government,delegate power,and improve government services” and optimizing the business environment are of great significance to maintaining the stable operation of the Chinese economy and promoting the healthy development of the economy and society.As an important symbol of the development of an open economy in Zhenjiang City and an important part of improving the market structure,taiwan-funded enterprises have aroused many concerns.Based on this,this research focuses on the background of “reforms to streamline the government,delegate power,and improve government services”,taking taiwan-funded enterprises in Zhenjiang City as the research object,relying on the theory of government intervention,the theory of new public services and the theory of service-oriented government,and constructing a covering market environment Zhenjiang City’s taiwan-funded enterprises’ business environment indicator system under the background of “reforms to streamline the government,delegate power,and improve government services” in four dimensions,including market environment,government affairs environment,legal policy environment,and humanistic environment.On this basis,through questionnaire survey and participatory observation and other research methods,the problems and reasons of Zhenjiang taiwan-funded enterprises in the market environment,government affairs environment,legal policy environment and humanistic environment under the background of “reforms to streamline the government,delegate power,and improve government services” are carried out in-depth Analysis: As far as the market environment is concerned,there are problems in market access,financing,and the establishment of a credit system;as far as the government affairs environment is concerned,there are problems in policy implementation and service awareness;in terms of the legal and policy environment,there are problems in law enforcement and supervision,Judicial guarantees and other aspects;as far as the human environment is concerned,there are problems in infrastructure construction and the level of technological innovation.At the same time,the main reasons for the existing problems have been analyzed from four aspects: insufficient attention to the business environment of taiwan-funded enterprises,business environment policies still need to be improved,insufficient atmosphere of the rule of law,lack of a strong atmosphere of "qin" and "qing" political-business relations.Furthermore,in light of the actual situation,the countermeasures for optimizing the business environment of Zhenjiang taiwan-funded enterprises under the background of “reforms to streamline the government,delegate power,and improve government services” are proposed. |
