Study On The Operation Of Rural Digital Governance Platform

Under the background of rural revitalization strategy,digital village construction and modernization of national governance system and governance capability,local governments in Zhejiang Province actively play their subjective initiative,combine their own personal and financial conditions,and explore ways to optimize rural governance by improving the rural digital governance platform.Wenzhou "Smart Village Community" platform is an innovative measure of grass-roots social governance.It not only integrates and implements a variety of management and governance theories,but also adapts to the current changing governance environment and governance model,which has certain research value.The "smart village community" platform includes the "1+7+N" system,"1" includes the city level intelligent data platform,"7" includes seven functions,and "N" includes "five democracies" and grid management functions.Town G is located in the central and western part of Wenzhou City.Its landform is mountainous,and its human and social conditions are complex.It is a typical mountain village.Compared with cities,it is more difficult to implement grid based governance and digital governance at the grassroots level,involving more regions.The relevant applications and practices are not mature enough,which has important research significance.Based on the theory of holistic governance,new public service theory,coordination theory and other theories,combined with recent research results at home and abroad,this paper introduces what innovative measures have been adopted and achieved in the operation of the "Smart Village Community" platform.At the same time,this paper combs out the problems existing in the operation of the "smart village community" platform in G Town,using literature research methods,interviews and other methods,comparing with various evaluation indicators of the academic community for smart villages,and combs out the mismatch between the operation of the "smart village community" platform and the requirements for the construction of smart villages,including the lack of offline analysis and judgment,the village community pays more attention to management than services,and the difficulty in sharing data between departments and stations The platform operation is inconvenient.Finally,it analyzes the causes of the problems from the factors restricting the "1+7+N" system,the factors restricting the smart village community system,the factors restricting the participation of multiple subjects in digital governance,and puts forward ideas and specific measures to further optimize the operation of the "smart village community" platform,such as improving the talent system and strengthening service security,improving the information flow standard system and application design to adapt to refined governance,strengthening publicity,guidance and cultivating social organizations.This research will be beneficial to optimize the operation process of the "Smart Village Community" platform,increase the research horizon of rural autonomy,and provide useful reference for the application and improvement of grid governance and digital governance in other regions.
