| In 2020,the General Office of the Ministry of Culture and Tourism issued the Implementation Measures for Acceptance,Identification and Management of All-Region Tourism Demonstration Zones(Trial)and the National Standards for Acceptance of All-Region Tourism Demonstration Zones(Trial)and other relevant policy documents,which effectively promoted the development of all-region tourism in China from the level of national policies.From the perspective of tourism,promoting regional tourism development can not effectively promote the transformation and upgrading of local economic and industrial structure,but also promote the development of township economy,promote rural revitalization,and provide tourists with diversified tourism experience.From the perspective of public management,global tourism involves many tourism elements.With the increasing demands of tourists on tourism products,the perceived value of tourists’ tourism experience changes year by year.How to create better tourism products and promote the development of local global tourism has become a new challenge for public management.Ruian city of counties in China,also is the representative of the global tourism city,not only have village creek and so on seven big 4 a grade and above Lao scenic area,ruian government vision at the same time,the long-term layout,expressed in the global travel policy support,tourism project development,home stay facility support strategy,is also worth to other cities and counties to learn and follow.With the outbreak of the novel coronavirus,the tourism industry has fallen into an "extremely cold period",and tourists’ concerns about health and safety in the post-epidemic period have hit the tourism industry of Ruian city hard.Therefore,under the background of the post-epidemic situation,how to optimize the government’s public management and regulation strategy for the whole-region tourism has become a key issue to promote the development of the whole-region tourism in Ruian city.In this paper,using the methods of case analysis,field research method,the service-oriented government theory,coordinated development theory and relevant theory,analyze the present situation of global tourism ruian government public management found ruian government after a series of reform for measures,prompting ruian gradually improve public infrastructure planning,public travel service mechanism increasingly specification,However,Ruian government still has some problems in the public management of whole-region tourism,such as lagging government supporting services,non-standard supervision mechanism,measures to facilitate and benefit the people to be further optimized,and low atmosphere of national joint construction and sharing.In the field investigation of Ruian City government’s regional tourism public management,it is found that the main causes of these problems are the government’s lack of accurate understanding of the concept of regional tourism,the management departments of the work coordination ability is low,the government’s special financial investment is low and so on.Therefore,in view of the existing problems in the whole-region tourism public management of Ruian City government,it is suggested that the government should establish a perfect public service supply mechanism,optimize the whole-region market supervision system,improve the financial support for whole-region tourism development,mobilize residents’ awareness of co-construction and sharing,and comprehensively improve the whole-region tourism public management ability of Ruian City government.From the point of research,beginning in 2018,ruian government began to strengthen the support of global tourism,has launched "ruian global tourism development planning","ruian tourism" the transformation,the essence of ascension "five year plan of action,such as policies,guide the healthy development of tourism in ruian full domain,and got good grades,It proves that the public management can promote the whole tourism.This article from the perspective of public management,combined with global travel ruian government public management status quo,analysis of global tourism ruian government public management problems,combined with the problems causes put forward the corresponding optimization strategy,not only can be in ruian government improving the quality of whole tourism public management field provides new train of thought,at the same time,the formation of the academic paper,It can also further enrich the relevant research literature,which has certain research significance and value. |
