Case Study On "Four-Dimensional Co Governance" Of Fenghuangshan Agency In Chengdu To Resolve Social Contradictions

At present,the main social contradiction in China has transformed into the contradiction between the people’s growing needs for a better life and the imbalance and insufficient development.In a series of contradictions,grass-roots social contradictions,as an important content that has a direct impact on the interests of the people,have always been a problem that grass-roots governments must face and solve.Correctly handling social conflicts at the grass-roots level can not only play a role in maintaining social harmony and stability,enhance the people’s sense of gain,happiness and security,but also an important symbol of the modernization of China’s governance capacity.In the process of resolving grass-roots social conflicts,Fenghuangshan Agency in Chengdu learned about the actual situation of Jinwei Community and Fengxiang Community through visits,combined with the four dimensions of party building guidance,social coordination,grid linkage and mass autonomy,innovatively developed the "four-dimensional co-governance" governance model.This paper mainly studies the "four-dimensional co-governance" model adopted by Fenghuangshan Agency in Chengdu to resolve grass-roots social conflicts.Based on the coupling theory,a theoretical analysis framework is established to analyze the "four-dimensional co-governance" model adopted by the Fenghuangshan Agency in Chengdu from the perspectives of multiple coordinated governance and public service,summarize the advantages of this model,and draw corresponding inspiration.In the process of research,we first sorted out the domestic and foreign literature.At present,there are many research achievements on grass-roots social contradictions,which are mainly reflected in three aspects based on the theory of research achievements: first,the characteristics of the types of grass-roots social contradictions;Second,the root cause of social contradictions at the grass-roots level;The third is the research on the main mechanism of multi subjects to resolve social conflicts.Secondly,when sorting out the "four-dimensional co-governance" model,it was found that this governance model not only reflected the elements of the collaborative governance theory and the public governance theory,but also flexibly applied the multi subject governance.By integrating the three traditional mediation methods,vigorously developing social organizations,setting up special classes to trace the source of conflicts and other means,it effectively solved the conflicts among the people in the area under its jurisdiction and won the recognition of the people.Finally,through the research on the "four-dimensional co-governance" model of Fenghuangshan Agency,it can not only provide a guiding reference for other regions in China to carry out community governance practice,but also help to further improve China’s social governance system and enrich the concept of grass-roots conflict governance.
