Research On Problems And Countermeasures Of Investment Promotion Policy Implementation In Qinghai Province

With the rapid development of China’s economy and the enhancement of regional exchanges and cooperation,investment attraction has become an important measure of regional economic exchanges and cooperation.In the process of investment promotion,Qinghai Province formulated and implemented several investment promotion policies,which played an important role in improving the effectiveness of investment promotion.However,Qinghai Province also exposed some problems in the implementation of the investment promotion policy,which affected the final effect of investment promotion.Therefore,how to optimize the implementation of the investment promotion policy of Qinghai Province and improve the work efficiency is an urgent problem to be solved.Based on this background,this paper takes the implementation of investment promotion policies in Qinghai Province as the research object.First of all,from the four dimensions of Qinghai’s investment promotion policy itself,policy implementation subject,policy target group and policy implementation environment,analyze the implementation status of Qinghai’s investment promotion policy.Secondly,through questionnaires and interviews,this paper investigates the current situation of the implementation of investment promotion policies in Qinghai Province,and summarizes the problems existing in the implementation of investment promotion policies in Qinghai Province according to the survey results,namely:(1)the problems of the policy itself: the policy form is too single,and there is a gap between the policy objectives and the enterprise demands;(2)The problems of the main body of policy implementation: the staff of government departments are not active and inefficient;(3)Problems of policy target groups: the situation of obtaining investment promotion incentive policies,and the lack of understanding and recognition of investment promotion policies;(4)The problems of policy implementation environment: lack of legal environment,lack of supervision and evaluation.Thirdly,it analyzes the causes of the problems in the implementation of the investment promotion policy of Qinghai Province,and finds out the reasons for these problems,namely:(1)the reasons of the policy itself: improper handling of the relationship between the market and the government,lack of participation of other subjects in the process of investment promotion policy formulation;(2)The reasons for the main body of policy implementation: the lack of official based cultural tradition and service concept,and the lack of coordination and linkage between departments in the implementation process of investment promotion policies;(3)The reasons for the policy target group: lack of effective accountability system,and poor communication and interaction channels between government and enterprises;(4)The reasons for the policy implementation environment: the government staff’s legal literacy is not high,and the supervision and evaluation mechanism for investment promotion policy implementation is not sound.Finally,aiming at the causes of the problems in the implementation of Qinghai’s investment promotion policy,based on the public policy implementation theory and Smith’s policy model,the paper puts forward countermeasures and suggestions according to the above four dimensions,namely:(1)the countermeasures and suggestions of the policy itself: to formulate policies scientifically and clarify the relationship between the government and the market;(2)The countermeasures and suggestions for the policy implementation subject: building a service-oriented government and establishing a coordination mechanism between departments;(3)Countermeasures and suggestions for policy target groups: establish a practical accountability system,and establish a channel for interaction between government and enterprises;(4)Countermeasures and suggestions for policy implementation environment: improve the legalization level of investment promotion policy implementation,strengthen media supervision and evaluation and assessment of investment promotion policy implementation.The research on the implementation of investment promotion policies in Qinghai Province in this paper can not only solve the problems existing in the implementation of investment promotion policies in Qinghai Province,but also provide reference for the implementation of investment promotion policies in less developed regions in the west.
