| The issues of "agriculture,rural areas,and farmers" have always been fundamental issues related to our country’s national economy and people’s livelihood.And the report of the 19th National Congress of the Communist Party of China points out that the implementation of the Rural Revitalization Strategy is a major strategic decision for the current development and an inevitable requirement for the realization of agricultural and rural modernization.As a national development strategy,rural revitalization not only highlights the importance of rural areas in national modernization,but also means that agricultural and rural areas will achieve priority development.Rural Revitalization Strategy is inevitably an important part of the rural development of socialism with Chinese characteristics and a new measure on the road of agricultural and rural development in China.Laojuntan Township,located in the south of Liangshan Yi Autonomous Prefecture,is a typical backward Township in Southwest China.At present,although the township has fully reached the standard poverty alleviation and all the poor have been lifted out of poverty,the rural construction and development of it is still relatively backward in general.This article constructed an evaluation index system for rural revitalization,evaluated and analyzed the current situation of rural revitalization in Laojuntan,and put forward development countermeasures,which has reference significance for Rural Revitalization in similar relatively poor and backward areas.On the basis of combing the relevant literature of rural revitalization,this article discussed the background and essence of rural revitalization.An evaluation index of Rural Revitalization is constructed from five parts:rural industry,livable towns,rural civilization,grassroots governance and living standards.And with the analytic hierarchy process,this paper calculated the weight of each index,established the evaluation index system of rural revitalization.By means of questionnaire and inductive analysis,this paper obtained the specific values of each index in five aspects of Rural Revitalization in laojuntan Township,and made quantitative analysis by using the index system,and finally evaluated the Rural Revitalization in laojuntan Township and put forward countermeasures for it.The research showed that the implementation of poverty alleviation in recent years greatly improved the overall development level of the township,especially in the aspects of effective governance and affluence of life,of which the Rural Revitalization reached 88%and 79%respectively.However,the degree of industrial prosperity,ecological livability and rural civilization were relatively low,which were far from the current requirements of Rural Revitalization.Combined with the reality of laojuntan Township,this paper put forward some suggestions on the transformation and upgrading of traditional agriculture,the development of rural characteristic industries,the improvement of talent introduction mechanism,rural waste treatment,toilet reform,and the promotion of rural civilization.This study will help to understand the difficulties and risks in the process of rural revitalization,and provide guidance for the further implementation of Rural Revitalization in laojuntan. |
