The human resources service industry is a special industry that provides relevant services for the employment and career development of workers and the management and development of human resources for employers.It is an important part of the productive service industry and modern service industry.It plays a unique role in promoting employment and entrepreneurship,optimizing the allocation of human resources and providing high-quality services.After decades of development,China’s human resources service industry has basically formed a development and management mode of "market allocation first and government management service",and has basically formed an employment mechanism independently selected by both supply and demand sides,providing a good human resources service guarantee for the sustainable and healthy development of China’s economy and society.How to give full play to the leading role of provincial policies is of great significance for Jiangxi Province to seize the "window period" of the development of human resources service industry,seize the critical period of realizing leapfrog catch-up,create a new kinetic energy of human resources service industry in Jiangxi Province,and help Jiangxi Province to carry forward its economic development.For this purpose,the paper is focused on the provincial human resources service industry policy process,using literature method,comparison method,text analysis and interview method,further clarify the concepts of human resource services,abundant knowledge of human resource services,build the provincial human resources service industry policy analysis process theoretical framework and its influencing factors of the model,describe the key links of the policy process of Jiangxi provincial human resources service industry,analyze the possible deviations in the policy process of Jiangxi provincial human resources service industry by using the theory of policy public science,and put forward optimization and correction opinions on improving the policy process of Jiangxi provincial human resources service industry during the “fourteenth five year plan” period,so as to provide theoretical reference for formulating and perfecting policies that adapt to the changing characteristics of regional human resources in Jiangxi Province during the“fourteenth five year plan” period.
