| Grassroots civil servants are the backbone of the Party’s governance and the bridge and bond that closely links the Party and the people.Township of civil servants is not only a typical representative of civil servants at the grass-roots level,but also promote the development of China’s grass-roots power source,they in the construction of socialist modernization in China plays an important leadership role,both for national rural policy implement and realize socialist modernization,is also the major policies to implement the party and the state of a line.Their words and deeds directly affect the people’s view of the Party and the government,and their ability to work is more closely related to the Party’s governance efficiency.Caused by a lack of enough advantageous geographical location,location advantages and the slow process of historical development,China’s rural areas in economic and social development and civilization degree and so on the city is relatively slow,especially civil servants construction level is relatively backward,and today,"extensive" is still the major form of development of civil servants at the grass-roots level,There are many incidents that reflect the need to improve the ability and quality of grassroots civil servants.Therefore,IT is of great significance to make MORE efforts to analyze the construction of grassroots civil servants from various angles and to seek new effective research countermeasures.In this paper,the current civil servants at the grass-roots level team construction as the research subject,the suqian sihong present situation in the construction of grass-roots civil servants as a case study,combined with maslow’s demand theory,new public service theory and incentive theory,take the literature research,current politics study method and case method to conduct the thorough research to the construction of civil servants at the grass-roots level.Firstly,this paper expounds the research background and significance of the construction of grassroots civil servants,and puts forward that how to improve the construction level of grassroots civil servants,so as to enhance the country’s governing ability and people’s satisfaction,is an urgent problem to be solved today.Then this paper defines the basic civil servant and other related concepts,including the basic civil servant and the meaning of the construction of the basic civil servant team.Then focus on Sihong County grassroots civil servant team construction status quo and existing problems are analyzed.Through the questionnaire to collect information from the statistical summary,visiting survey found sihong team building grass-roots civil servants there still needs to strengthen the ideological and political construction,unreasonable structure of civil servants,civil servants education training system is not system,civil service evaluation system is not sound and civil servant disciplinary incentive measures to such problems as inadequate.Finally,according to the existing problems found in the research and investigation and the in-depth reasons to explore the tailored countermeasures and suggestions for the construction of grassroots civil servants in Sihong County.Starting from the problems to be solved,and the causes of the problem,put forward the countermeasures and Suggestions to strengthen the construction of sihong civil servants at the grass-roots level,such as set up the new era of grass-roots civil servants core value concept,optimize configuration of civil servants,improve the training system,perfecting the evaluation system of public servants and countermeasures such as strengthening incentives It is hoped to provide some reference for the construction of grassroots civil servants in other areas with the same problems. |
