With the development of public management and its practice, expectations of government and its behavior become higher, especially of the public servant. Public servant especially township civil servants, because of the particularity of the working conditions, if they arouse its enthusiasm, refer to the central committee and the state council if put the Policy of benefit the people into practice. Therefore, to explore the incentive system of the township civil servant are become the top priority of basic government strengthen the innovation about the cadre management.The two-factor theory of Hertzberg divided the factors which can incentive staff into hygiene factor and motivation factor in a creative way. The theory is extensively adopted in management practice. This paper based on theory analysis, put the two-factor theory into the management of the Township Civil Servants, and put the empirical research into the Township Civil Servants of QINGXIU district. This paper also based on the different functions from hygiene factor and motivation factor, under the requirements of the current laws, give some suggestions about the Township Civil Servants’incentive mechanism. This paper also emphasizes get the two-factor theory correctly, and know exactly about the differences and the connection between the two factors. Use the hygiene factor to reduce the discontent, and use the motivation factor to motivate the public servant.This paper consists of six parts. The first part is introduction, which introduces the background and significance of the topic, review the relevant literature and tell the research situation, raises some thoughts、methods of research, as well as innovation; the second part formulate the two-factor theory, and definition the Township Civil Servants; the third part viewed the two-factor theory, conducted a questionnaire survey, and analysis the question based on hygiene factor and motivation factor; the fourth part based on the question, on the premise of improvement the hygiene factor, and rebuild the motivation factor from three components which contain performance incentives、career development incentives and rewards and punishments; the fifth part give some suggestions about effectively the two-part factor at the whole City heights; the sixth part summarized this paper and proposed the forecast, made an explanation about the further study and the improvement to this paper.
