Research On Problems And Countermeasures Of Administrative Examination And Approval System Reform In Yinchuan

Since the 18th National Congress of the Communist Party of China(CPC),the reform of "delegating regulation and services" has become a frequent phrase in all government work reports.In 2022,the 20th CPC National Congress pointed out that we should "continue to deepen the reform of streamlining administration,delegating power,integrating regulation and optimizing services,and create a market-oriented,law-based and internationalized first-class business environment".The reform of the administrative examination and approval system,as the vanguard and main engine of the reform of"improving regulation and service",has played a positive role in the process of promoting the transformation and development of China’s economy and society by lowering the threshold of market access and unleashing economic vitality.The reform of the administrative examination and approval system in recent years has led to a significant change in the working philosophy of government departments,and the development is more people-oriented.More emphasis on "people first",more attention to "market reflection",national governance capacity and governance level has been rapidly improved,coupled with the loading and enabling of digital government and digital supervision,a series of reforms from the government end to the source effectively drive the chain reaction of the whole society,deepening the reform of administrative examination and approval system has become to accelerate the transformation of government functions,improve the efficiency of government services.A breakthrough to stimulate market vitality and social creativity.In recent years,in accordance with the requirements of"faster examination and approval speed,better service quality,and higher satisfaction of the masses",Yinchuan has continued to promote all-round deep-level reform of examination and approval service concept,system and style,and accelerated the construction of a new examination and approval service model of "wide entry,quick handling,strict management,convenience for the people,and openness",which has become an important case to understand the reform of China’s administrative examination and approval system.Based on the theory of new public management science,the theory of seamless government and the theory of holistic government,and on the basis of studying the reform process of our administrative examination and approval system,this paper expounds in detail the key measures,methods and paths,existing problems and countermeasures adopted by Yinchuan in the reform of administrative examination and approval system in the past ten years.To further explore the internal mechanism of the transformation of our government system and mechanism and the shortcomings of Yinchuan,to find a better path and the best way to build a "Yinchuan model" of business environment,so as to build a more market-oriented,legalized and international first-class business environment,and better service industry development,economic transformation and talent introduction.To help build a demonstration city in the Yellow River Basin as a pilot zone for ecological protection and high-quality development.
