The reform of the administrative licensing system helps to transform the government’s functions and responsibilities,and promote the modernization of the government governance system and governance capacity,which plays a very important role in the reform of China’s administrative system.Since 2015,many places in China have carried out a wide range of pilot reform of relatively centralized administrative licensing rights.As a grass-roots government organization with sound functional institutions,county-level governments have undertaken and implemented many administrative licensing matters delegated or entrusted by higher-level governments.Whether the county-level government can improve the efficiency of examination and approval and transform the government functions through the reform of relatively centralized administrative licensing power will not only directly affect the effect of the administrative licensing system reform of the county-level government,but also directly affect the orderly and healthy development of the whole economy and society.This paper from the Chengdu Jintang county relatively centralized administrative licensing reform work,using the investigation and research method,literature research method,system to summarize and comb the main problems encountered in the reform in the whole process,combined with the service administration,overall government,government process reengineering theory,find and analyze the root of the problem,on the basis of learning from the local experience and local practice,the optimization of relatively centralized administrative licensing reform.The study has found that Jintang County has many problems in promoting the relatively centralized reform of administrative licensing,such as unreasonable centralized scope of administrative licensing power,irregular implementation subjects of licensing rights,difficult business connection at the city and county levels,poor coordination of approval,and "information island" in examination and approval supervision,which have affected the progress of the reform work.The reasons for the first is the top-level design restrictions,the lack of upper guidance,and the block operation mechanism.Second,the reform is insufficient,the foundation of reform is weak,the examination and approval force is insufficient,the lack of overall planning.Third,the coordination between departments is not enough,the examination and approval and supervision lacks linkage,and the rights and responsibilities of examination and approval and supervision are unclear.Fourth,the reform is not strong,the marginal benefits of reform is diminishing,and the lack of sustained strength to promote reform.According to the problems found in the research,this paper puts forward the countermeasures and suggestions from four aspects.First,we will optimize the top-level design and coordinate reform,optimize and adjust the scope of transfer items,and smooth communication channels at the city and county levels.Second,we will innovate the examination and approval system and optimize the way licensing rights are implemented,and establish a reform leading group and a multi-level examination and approval system.Third,we will adhere to the concept of "overall government" to form synergy for reform,establish a list of departmental powers and responsibilities,and improve the coordination mechanism between departments.Fourth,adhere to the "goal-oriented" to deepen the reform measures,establish the reform work assessment mechanism,to find a new reform breakthrough.This study has strong pertinence and feasibility for the county level to carry out the reform of relatively centralized administrative licensing right at the county level,and provides reference for other grass-roots governments to promote the reform in related fields. |
