Research On The Problems And Countermeasures Of The Reform Of Relatively Centralized Administrative Licensing Power In Yingjing County

Since the 18 th National Congress of the Communist Party of China,the reform of the administrative examination and approval system has been continuously deepened from the central government to the local government.The government has made remarkable achievements in streamlining administration and delegating powers,combining decentralization with management,optimizing services,and making efforts to promote the transformation of government functions and stimulate the vitality of market players.If we say that the reform of administrative examination and approval system is a “blade inward”self revolution,then the reform of relatively centralized administrative licensing power represented by the establishment of administrative examination and approval Bureau has pushed the reform of administrative examination and approval system to a deep water area.The reform of relatively centralized administrative license has broken the traditional management system with approval as the core in the past.The government has changed from the approval government to the regulatory government and the service-oriented government,which realizes the simplification of links,process optimization,time limit compression and efficiency improvement.The Central Committee and the State Council fully affirmed this reform model.In March 2015,pilot work was carried out in 8 provinces and cities in the country.After that,more and more regions established administrative examination and approval bureaus and implemented “one seal management examination and approval”.However,this is a new attempt of administrative examination and approval system reform,and it is still facing many problems in the actual work,so it is very important and necessary to study it.Based on the theory of government process reengineering,new public management and service-oriented government,using the relevant research results at home and abroad,and adopting the methods of literature research,investigation and comparative analysis,this paper expounds the background,content and achievements of the reform of relatively centralized administrative license in Yingjing County to find out the existing problems,such as the approval results of the administrative examination and approval bureau are not highly recognized,the transfer of individual approval items is unscientific,the data information sharing is obstructed,the vertical and horizontal communication is not smooth,the same frequency resonance of the examination and management is not in place,and the construction of the approval team needs to be strengthened,and analyze the problems from the relevant laws and regulations,Arrangement of superior system,administrative management system,internal management system and so on.In order to provide reference for the smooth progress of the reform of relatively centralized administrative license,this paper puts forward some countermeasures and suggestions,such as improving the relevant laws and regulations,strengthening the top-level system design,strengthening the reform supporting measures,and improving the security and supervision mechanism.
