At the Third Plenary Session of the 18 th CPC Central Committee,it was proposed that innovation in the social governance system and improvement of social governance methods should be included in the focus of social governance.With the rapid development of urbanization and real estate industry in China,property management services have become an indispensable part of urban life.The owners’ requirements for property management in residential areas are gradually improving,accompanied by frequent conflicts between owners and property service enterprises.The causes behind community property management disputes are complex.If not handled properly,minor conflicts are easy to develop into mass incidents,which seriously affect the stability of grass-roots society.Therefore,it is of great significance to reduce the conflicts between owners and property service enterprises from the source and create a comfortable and safe living environment for building a harmonious and stable society.This paper takes the contradiction and conflict between owners and property service enterprises in property management in M city as the research object,refers to the research methods and research ideas of domestic and foreign scholars,and based on the theory of information asymmetry,the theory of market competition and other theories,through the investigation of the current situation of property management in M city,and selects four representative residential quarters in the area to conduct in-depth analysis of property management disputes.The main causes of frequent conflicts between the two sides are summarized in five aspects: First,the owner’s autonomous management awareness and ability can be greatly improved;Second,the function of the owner committee is not fully exerted;Third,the market competition vitality is insufficient,and the property charges are inconsistent with the quality and price;Fourth,there is a lack of supervision and assessment mechanism for all parties;Fifth,information asymmetry is obvious,and communication channels need to be improved.Finally,in combination with the development status of community property management in M City and the causes of frequent conflicts between owners and property owners,it is proposed to "strengthen the owner’s sense of ownership and improve the owner’s autonomous management ability","strengthen the government’s macro-control management to help owners’ autonomous management","effectively play the role of property management industry associations to fully stimulate market competition","establish a sound multi-party supervision mechanism and cost management mechanism" The countermeasures and suggestions of "establishing an online service management platform,realizing comprehensive management functions and improving multi-party communication channels" hope to help build a harmonious and stable living community and consolidate the grass-roots foundation of community autonomy.
