The property management originated in 1960 s,belongs to the comprehensive management service industry,our country has had the first property management company in 1981,since then,our country’s property industry began to develop,today,property Service has become a part of our innovative social governance.With the gradual concern of people on the property industry,the residential property management disputes also came into people’s eyes,at present,the common disputes of property management in our country include the disputes of collection of property service fee,the establishment and operation of the owners’ committee,the occupation and income of public areas,the quality of property service,the unclear handover between property service enterprises and real estate developers,etc.,the property management disputes in this kind of community are characterized by multiplicity,complexity and persistence,and individual property management disputes can even evolve into group visits,resulting in adverse effects.Therefore,it is necessary to reduce the occurrence rate of estate management disputes,improve the success rate of mediation and improve the service level of estate management disputes.In this way,it is conducive to create a harmonious and comfortable living environment for the residents,so that the community has become a basic element of social harmony and stability.Based on the property management disputes existing in the residential area under the jurisdiction of D street,this paper studies the management of common property management disputes by consulting the literature,reading the property policies and regulations,investigating the data of platform 12345,visiting the property service enterprises in D street,and consulting the docking staff of the street property office and community departments.This study introduces the concepts of property management,property management disputes and property management dispute management,and expounds the main contents of related theories,including public governance theory,public choice theory and interest group theory,and discusses the application of these theories in property management.Then it analyzes the current situation of property management disputes in residential quarters within the jurisdiction of D street,including the basic situation of property management in residential quarters within the jurisdiction of D street,common property management disputes,and the practice and effect of property management disputes management.This paper analyzes the problems existing in the settlement of property management disputes in residential quarters within the jurisdiction of D street,and analyzes the problems from five aspects: the settlement mechanism of property management disputes,the service of property service enterprises,the effectiveness of owners’ committees,real estate supervision and the settlement of community property management disputes.The reasons for these problems are closely related to the imperfect management mechanism of property management disputes,the uneven professional quality of property practitioners,the lack of detailed basis for property management disputes,the lack of housing supervision policies,and the imperfect "three long" mechanism of communities.Therefore,to solve these problems,it is necessary for property service enterprises,owners’ committees,real estate developers,street offices and community neighborhood committees to improve the rules and regulations for the management of property management disputes,refine the credit rating mechanism of property service enterprises,enrich the management mode of property practitioners,pay attention to the details of property services,improve the supervision mechanism of real estate developers,and enhance the management ability of community property management disputes,so as to improve the property management environment.Practice is the source of theory,theory is to better guide practice,hope that through our discussion,can provide solutions to property disputes,can improve the property dispute resolution mechanism,promote the healthy development of the property industry,create a harmonious living atmosphere,improve modern city management.
