| In recent years,the state has attached great importance to government data sharing,formulated a series of planning outlines and implementation plans,promoted the interconnection of government information systems and public data sharing,improved the administrative efficiency of the government,and facilitated the production and life of the people.How to better promote the grassroots government data sharing,break down the practical obstacles of grassroots government data sharing,and provide efficient and convenient services for the masses has become an urgent problem to be paid attention to and solved.This paper takes the government affairs data sharing of County A as the research subject,and conducts research through literature research,interview and case study.Firstly,it defines the concept of government data and government data sharing,analyzes the practical significance of government data sharing,and explains the theory of holistic governance and seamless government.Then,it introduces the current situation of government affairs data sharing in County A from the aspects of the establishment of the system,the main forms,and the measures taken.By means of field research and data collection,this paper summarizes and analyzes the practical obstacles of government affairs data sharing in County A,including the obstacles of system and mechanism,operation and implementation,and factor guarantee.Then,it introduces the experience and practice of government affairs data sharing in other regions in China,such as Huangpu District of Shanghai,Tianhe District of Guangzhou,Lianjiang County of Fuzhou,Fengxian County of Xuzhou,and provides a reference path for the high-quality development of grass-roots government affairs data sharing.Finally,combined with the current background of grassroots government data sharing,the paper proposes the path to break the practical obstacles of grassroots government data sharing,namely,strengthening organizational leadership and establishing relevant systems;Standardize data standards and build a sharing system;Improve personnel quality and pay attention to the construction of the cadre team;Implement financial support and provide solid guarantee;Step up technical research and improve platform functions. |
