| While the COVID-19 epidemic has brought unprecedented challenges and impact on the government,it is obviously difficult for traditional government governance to adapt to the new changes and challenges of the epidemic society.The emergency demand of the movement of population and the resumption of work in the early days of epidemic prevention and control,force government to reform,accelerate the process of social digitization,and creat the health codes which is the precision epidemic prevention tools.With the normalization of epidemic prevention and control,technology empowerment enables digital anti-epidemic of the health codes with technical support in digital era.But at the same time,"one city one code" "implement health codes respectively" and "overlay use of health codes" and other phenomena have also appeared.There are problems of inconsistent standards and non-mutual recognition of health codes across the country.This paper finds that it is hard to traffic across the country by one code,which is closely related to the obstacles of government data sharing across levels,across departments and across regions through the case study of health codes.Therefore,according to the idea of "determine the research object—build the analysis framework—case analysis—countermeasures and suggestions",this paper takes the health codes as the entry point,and try to analyze the obstacles of government data sharing in order to promote the orderly and secure sharing of government data,and improve the government’s capacity and level of governance in anti-epidemic.First,on the basis of the research on the literatures related to data sharing,collaborative governance and digital governance,this paper builds an expanded analytical framework for "structure(division of labor-collaboration)—processes(technology-institution)".Second,the case analysis of sharing needs,sharing technology and sharing obstcles aspects shows that health codes are the emergency innovation of information gap and the urgent needs of data sharing.Emergency demands are badly in need of technology empowerment,while the technology empowerment of data sharing drives the government structure restructuring and the government process reengineering.There are obstacles of government data sharing in "overlay use of health codes",technical security,and personal privacy,etc.Again,through the analysis of the generation logic of government data sharing obstacles from the perspective of "structure-process",we find that there are stripe-block division and organization self-interests of the structural gap,technical security and institution blocks of the processive obstruction,which forms the dual generation logic of government data sharing obstacles.And finally,based on the epidemic prevention and control and the economic and social development targets,we put forward the optimization path to promote the government data sharing synergistically from the perspective of structural optimization and process fusion.(1)People-centered concept of government public service.(2)A government-led multi-element collaborative and co-governance system.(3)Process reengineering and optimization based on technology empowerment.(4)Institutional perfection and guarantee with the goal of sharing.We hope to provide a useful reference for the benign development of government data sharing in the future. |
