Research On The Path Optimization Of Personal Credit System Construction From The Perspective Of Holistic Governance

Honesty has been a traditional virtue of the Chinese nation since ancient times.To enhance the level of social integrity and create a good atmosphere of fairness and justice is directly related to the happiness of the people,but also to meet the people’s growing needs for a better life.However,with the development of the society and the emergence of trust-breaking events,the construction of the credit system in the sense of "legal planning" and "national strategy" has become an urgent requirement.Since the 18 th CPC National Congress,the CPC Central Committee has issued a series of documents including strengthening the personal credit system construction,which has further promoted the process of Chinese credit system construction.In this process,the construction of the personal credit system of the grass-roots government is of great significance to deepening the management concept of the local government and promoting the construction of the national unified personal credit system.In recent years,Lishui City took the individual credit score "LvGu Fen" as the starting point,and carried on the preliminary exploration to the individual credit system construction.But in the process of practice,there are still many problems due to various reasons.Based on the perspective of holistic governance theory,this paper takes the personal credit score(LvGu Fen)in Lishui as the entry point to discuss and study the construction of personal credit system in Lishui.Combined with the main propositions of holistic governance theory,this paper focuses on four aspects of governance concept,organizational structure,data empowerment and coordination mechanism to sort out the practical effects of LvGu Fen.At the same time,through the questionnaire survey and field visit,found the green valley points exist in the process of practice credit service demand,do not have a high level of information sharing,constraints,disciplinary problems such as the effect not beautiful,analysis points out that the main reason is the social credit consciousness is weak,the credit products is too single,top-level design flaws,absence of relevant laws and regulations,integrity enforcement chaos,etc.On this basis,combining with domestic and foreign experience in the personal credit system construction,guided by the holistic governance theory,from the top design,promote the integrity of management,improve the governance level,and improve the disciplinary mechanism four aspects put forward eight specific development countermeasure,in order to further enhance the level of personal credit system construction of lishui city,It also provides local exploration experience for China’s personal credit system construction.
