| In order to reduce the many integrity risks that appear in the bidding process of engineering projects,solve the pain points of all parties involved,and achieve the breakthrough of conditional high guarantee amount guarantee in the practice of engineering projects,so that it can demonstrate the competitive advantage for high-quality enterprises with core competitiveness.So that the "lowest price winning bid" strategy can be effectively promoted,and the concept of a dynamic encryption integrity library is proposed to supplement and improve the existing bidding system.First,through the literature,relevant theories,existing cases,and summary and analysis of past work,this article clarifies the protection of the owner ’s interests and the role of anti-corruption by the high sum assured letter,the GIA agreement and the lowest price bid method.The electronic bidding and dynamic encryption are necessary technical means.This article summarizes the existing engineering bidding process,the integrity risks and pain points in practice.Then,the system integration method is combined with empirical analysis and normative analysis to analyze the motivation behind it and explore ways to improve it.Combining the difficulties in implementing high sum assured letter of guarantee and GIA agreement in China,the concept and definition of dynamic encryption integrity are proposed,and the relationships and responsibilities of the participating parties under their system are summarized.Conducted an analysis of the mechanism of the action of the dynamic encryption integrity database on preventing corruption,and summarized the operation process and its impact on stakeholders.The dynamic encryption integrity library and the high-guarantee letter of guarantee are a closely integrated system.Its main functions for preventing and controlling integrity risks include: 1)Directly reduce the abuse of “discretion”;2)Dynamic encryption technology increases the difficulty of collusive bidding;3)Transfer the loss of untrustworthiness back to the contractor to curb the subjective motivation;4)Effective means to warn the contractor of untrustworthiness beforehand;5)Increase the cost of contractor’s trustworthiness and ensure the implementation of the lowest bid;6)To the contractor The trustworthiness of its main staff produces psychological magnification;7)Effective professional third-party market supervision of integrity risks;8)Effective protection of owners from economic losses due to breach of contract.Established a bidding process based on a dynamic encryption integrity database,drawn a flowchart in stages,and explained the key points and details to be paid attention to during the implementation process.After the use of the dynamic encryption integrity library,the bidder can successfully complete its project construction purpose,save costs to a certain extent,avoid the risks of integrity and facilitate self-certification innocence;for the bidder,it can increase the winning bid on the premise of the integrity of the plan Opportunities to reduce the pressure on funds;banks can reduce the pressure on their guarantee management and risk control,acquire quality customers and increase customer stickiness;guarantee companies can form relatively stable and long-term customer relationships with quality contractors,reduce risks and improve their Comprehensive profitability. |
