Research On Mediation Problems Of Grassroots Police Stations Based On Typical Cases

The 19 th National Congress of the Communist Party of China pointed out that it is extremely urgent to build a harmonious society with harmonious co-governance,sharing and common development.The key to strengthening the modernization of China’s social management system and governance capacity lies in the grass-roots level.As direct participants and executors,grass-roots police stations play an important role in promoting the construction and management level of public security organs in China.From the perspective of public management research,the author observes and analyzes the excellent experience and methods,and makes a theoretical analysis on the mediation of contradictions and disputes in grass-roots governance in China,aiming at providing effective reference for grass-roots police stations to do a good job in mediation of social contradictions and disputes.It can not only enrich the modernization of China’s national governance and governance capacity,but also provide a scientific reference for solving contradictions and disputes in grass-roots police stations.This paper adopts literature research,field investigation and case analysis.After analysis,at present,there are still some problems in the mediation work of public security sub-bureaus,such as insufficient ability to perform duties,weak legal effect of mediation agreement,unsmooth joint mediation mechanism of contradictions and disputes,imperfect mediation process,neglect of mediation work by relevant functional departments and low efficiency of mediation work.This paper systematically discusses the coordination mechanism in the construction of a harmonious society.Combining the case of Branch A of Hangzhou West Lake Tourist Resort,this paper analyzes the cases of police,case filing and mediation.This paper summarizes the practice of mediation in grass-roots public security organs in China from the aspects of mediation achievements and mediation success rate,and combines relevant foreign theoretical and practical research to help us better understand the actual situation and difficulties of mediation.Through the above-mentioned reforms,we can make up for and perfect our mediation system,speed up the establishment of a civil litigation coordination mechanism with China characteristics,and thus effectively promote various types of mediation work.
