Study On The Practice Of Public Security Mediation In Railway Police Stations

The report of the 19 th CPC National Congress,clearly put forward a series of new theories and new deployments such as deepening the practice of governing the country according to law.The focus of social governance is moving down to the grassroots level,and it is extremely urgent to improve the mechanism for resolving social contradictions.As an important mechanism for the solution of social contradictions,public security mediation plays a pivotal role in safeguarding the legitimate rights and interests of citizens and even maintaining long-term stability in society.This paper aims to analyze the new situation of social governance in China in the new era,the new requirements of grassroots police stations,explore the connotation and manifestation of public security mediation,and contact the evolution of public security mediation system at home and abroad.Taking the types of disputes and alarms of the Shanghai Hongqiao Station police station as an example,the author deeply analyzes the common forms and manifestations of the security disputes in the Shanghai Hongqiao Station police station,the handling methods of disputes and the existence of the disputes,Furthermore,from the analysis of the initiation mechanism of public security mediation,the definition of applicable scope,the study of the basic norms of public security mediation,the refinement of working procedures,how to improve the ability and level of grassroots civilian police to resolve disputes,resolve conflicts,how to improve the supervision and control mechanism of public security mediation,how to improve the diversified mediation mechanism and the police connection mechanism,From five aspects,itputs forward some suggestions and countermeasures can be put forward to improve the rule of law and procedural level of grassroots police stations,improve the contradictory resolution and dispute resolution ability of grassroots police,and improve the physical and mental mechanism of public security,hoped that the grassroots police station will play a more important role in safeguarding the legitimate rights and interests of citizens and even maintaining long-term stability in society.Committed to achieving the effect of "small things do not leave the village,big events do not leave the town,contradictions do not turn in",and strive to build a higher level of safe China,and constantly enhance the people's sense of acquisition,happiness,and security.
