| With the development of society and the progress of the time,the status of women in the new period has been greatly improved.However,women’s legal rights and interests,especially the rights and interests of marriage and family,are still infringed from time to time,and women’s rights protection is still facing severe challenges.Foshan is one of the pearl river delta cities and it is the most important manufacturing base in our country.Foshan attracted a large number of people to work here which the number of permanent residents is nearly 9.5 million,and women make up nearly 50 percent of the population.Under such a large female population base,the infringement of female marriage and family rights and interests presents diversified,specific and complicated characteristics.As a public department to safeguard the legitimate rights and interests of women,the women’s federation of Foshan has carried out a series of regular work measures in safeguarding the rights and interests of women in marriage and family,and has achieved certain results.At the same time,with the increasing complexity of all kinds of tort acts,deficiencies and problems have been gradually exposed in the rights protection work organized by Foshan women’s federation,which has an impact on the overall effectiveness of women’s rights protection.Based on the investigation and research on women’s rights protection in Foshan women’s federation,this paper believes that there are five problems in safeguarding women’s rights and interests in marriage and family in Foshan women’s federation.The rights protection ability is deficient;the source of rights protection work has not been implemented;the target of rights protection work is not strong;the professional degree of rights protection service is not enough;the coverage of rights protection publicity and education is not wide.Based on the gender theory and social support theory,the paper studied and analyzed the current situation and existing problems of Foshan women’s federation in protecting women’s marriage and family rights and interests with the case study method and investigation method.It came to the following conclusions.Firstly,the legal environment for women’s rights protection is not perfect,which is reflected in the insufficient consideration of gender in the legislation and the lack of depth and breadth in the popularization of the law.Secondly,the semi-NGO nature of women’s federations makes it lack of independence and autonomy in the work of women’s rights protection,and it has a serious dependence on the government in functions,operation mode,management system and other aspects.Thirdly,the mechanism of safeguarding women’s rights is not perfect.The official nature of women’s federations makes them lack the initiative and ability to obtain social resources,which makes it difficult to socialize and systematize the work of safeguarding women’s rights.Fourthly,the grassroots women’s federations are relatively weak.The huge workload of rights protection does not match the staffing,and the post-treatment of the grassroots party and government on the work of women’s federations makes it difficult to carry out the work effectively.Fifthly,there is a lack of professional ability of rights protection workers.The lack of professional ability and service level makes it difficult for women’s rights protection work to be done effectively.Based on the above conclusions,this paper puts forward the following countermeasures and suggestions.From the source of rights protection,we should improve the legal environment for women’s rights protection and the legal system for safeguarding women’s marriage and family rights,and strengthen the efforts to popularize the law.From the organizational nature of women’s federations,we should straighten out the relationship with the government and build a horizontal women’s organization development network.From the level of self-construction of women’s federations,it is necessary to innovate the working mechanism and strengthen the construction of grassroots women’s federations and the working team. |
