Research On The Problems And Countermeasures Of Smart Policing In Nanyuan Community,Nanshan District,Shenzhen

Facing the challenges of population,transportation and ecological environment brought by urbanization,building a digital government and smart city with sustainable innovation,agile perception and global governance capabilities has become a global development consensus.At the 19 th National Congress of the Communist Party of China,it was proposed to accelerate informatization and build a "digital China" and "smart society".The guidance of the State Council on strengthening the construction of digital government pointed out that strengthening the construction of digital government is an inevitable requirement to adapt to the trend of a new round of scientific and technological revolution and industrial change,lead and drive the development of digital economy and digital society,create a good digital ecology,and accelerate digital development.Intellectualization of community policing is a reform of China’s grass-roots public security organs,and many domestic pilot projects have achieved good reform results.However,due to the lack of a unified model of community smart policing and the different complexity of community environments in different regions,the progress,achievements and difficulties of community smart policing in different regions are different.In this paper,the background of the study is positioned at the forefront of the construction and development of smart policing-Shenzhen as the research object,and Nanyuan Community,a village in the city with large population mobility and relatively complex social environment,is selected for investigation and research.The current situation and existing problems of smart policing in the community are analyzed from both the construction and development aspects,hoping to perspective the problems of smart policing in Shenzhen community through the combination of macro and micro perspectives,At the same time,it supplements the case study of community smart policing.This paper first analyzes the social and historical background of Shenzhen,then leads to the background of the rise of smart community policing,and further elaborates the basic situation of Nanyuan Community and the demand for smart community policing.As a typical village in the city,Nanyuan Community itself has many problems,such as large migrant population,large population mobility,and complex population structure.Therefore,the construction and development of community smart policing is more urgent.At present,Nanyuan Community has started the construction of community smart policing and has entered into the routine operation track.While achieving results,it still needs to reflect.This paper uses questionnaire and interview as tools to analyze the construction and operation of smart policing in the community,and analyzes the current situation,achievements,problems and reasons of the construction and operation of smart policing in Nanyuan community.Through investigation and analysis,it is found that the problem of intelligent police construction in Nanyuan Park is insufficient investment in upgrading the information application system,which can not meet the actual needs.The problems existing in the operation are as follows: first,insufficient capital investment,which is difficult to support the continuous optimization and upgrading of the system,and insufficient investment in the maintenance of information equipment;Second,the phenomenon of community police officers hanging upside down is serious,and the police officers are under great pressure and lack of intelligent policing professional ability;The depth and breadth of data sharing need to be further strengthened.Institutional barriers to the use of data resources affect the quality of data collection;Fourth,the cooperation between the police and the people is not deep,and there are still obstacles to the development of mass work.To solve the above problems,first of all,we should improve the fund guarantee for the construction of community smart policing,actively encourage the injection of private capital,and solve the problem of insufficient government funds by expanding financing channels;Secondly,improve the quality of community police officers,strengthen the professional training of smart policing,encourage young people to sink into grass-roots posts,and solve the problem of police turnover by building auxiliary police and volunteer police teams.Thirdly,to establish a data sharing and integration mechanism within the public security organs is to eliminate information islands,integrate internal data resources,promote information interconnection between different levels and departments,truly give play to the scale effect of big data,improve the level of public security information construction,and improve the effectiveness of big data in serving public security.Finally,the public security organs should further strengthen exchanges and cooperation with government departments,social enterprises and residents,establish a big data governance mechanism,promote the exchange and sharing of social data resources,and promote the construction of police information to a new height.In addition,it is also necessary to strengthen the cooperation between the police and the people,provide more communication and voice channels for community residents,and appropriately encourage community residents to actively participate in community policing in the form of incentives,so as to improve the degree of cooperation and awareness of active participation.
