Research On The Problems And Countermeasures Of Government Purchasing Elderly Care Services From Social Organizations From The Perspective Of Cooperative Governance

The reform that the government purchases services from social organizations is of great significance.With the active promotion of governments at all levels,this reform has also made obvious achievements.At the same time,at the municipal level,local governments attach great importance to the purchase of elderly care services,and establish a working mechanism under the unified leadership of the government,led by the financial department,coordinated by civil affairs and other relevant functional departments,and widely participated in by social organizations.Based on the theory of cooperative governance,this study uses interviews and other methods to study the problems existing in the government’s purchase of elderly care services from social organizations.Through the empirical investigation on the purchase of elderly care services from social organizations by the government of City C of province F,it is found that the dependence among the cooperative subjects of the purchase of elderly care services by the government of City C of province f is relatively serious;The cooperative system of purchasing elderly care services lags behind;There is a problem of autonomy failure in the cooperation of purchasing elderly care services.These problems restrict the quality of pension services purchased by the government from social organizations.Why does the government purchase pension services from social organizations have the above problems.Mainly because the government does not pay attention to the concept of cooperative governance in the purchase of elderly care services;The government’s cooperation system for purchasing elderly care services,that is,the construction of scientific system,mechanism and legal system is not perfect;The guiding mechanism of cooperation under the guidance of the government is not sound.Therefore,this paper puts forward a feasible path for the government to purchase pension services from social organizations in cooperative governance.Including improving the cooperation concept between the government and social organizations to purchase elderly care services,and establishing a truly equal cooperative relationship;Strengthen the construction of the cooperative system of government purchasing elderly care services,that is,the construction of scientific system,mechanism and legal system;Strengthen the government’s guidance to social organizations in the purchase of elderly care services,and improve the relevant laws of social organizations.
