The Restricting Factors And Optimizing Path Of Citizens’ Participation In Government Performance Evaluation In China

Efficiency is an important goal that any individual and organization will pursue.Especially since Taylor put forward the scientific management theory,improving performance has become an important part of the management of enterprises and other organizations.Therefore,individuals and organizations begin to conduct performance evaluation.Since the New Public Management Movement,because of the emphasis on the influence of entrepreneurship on government work and the creation of "entrepreneur government",government performance evaluation and citizen participation have become the hot topics in public management research.As a latecomer country,China has achieved great success in economic construction over the past decades,eradicating absolute poverty and completing the building of a moderately prosperous society in all respects by 2021.However,there are still some deficiencies in governance,and citizens’ evaluation of the government’s work is insufficient,and China is faced with many problems.After years of practice,Chinese citizens’ participation in government performance evaluation has made great progress,which is embodied in the promotion of the main status of citizens’ participation in government performance evaluation,the gradual increase of pilot areas and the continuous enrichment of practice modes.Although Chinese government performance evaluation has broken the dilemma of no citizen participation,it is still in the stage of limited citizen participation,and there are still some problems,such as limited fields of citizen participation,solidified ways of participation and single evaluation organization subject.From the current development,it can be seen that citizens’ participation in government performance evaluation is still affected by restrictive factors such as philosophy,system and technology,and has led to many adverse consequences.From the perspective of concept,the government does not pay attention to citizens’ participation in the government performance evaluation and the application of the results due to the elitism and bureaucratic thinking,and citizens are affected by the feudal subject culture,resulting in their own weak awareness of participation.From the perspective of system,there is lack of macro system and micro rules of Chinese citizen participation in government performance evaluation.From the perspective of technology,the current traditional government information opening channels and performance evaluation techniques of citizen participation are too complicated.In this regard,this paper puts forward corresponding suggestions from the corresponding perspective: first,we should establish the correct idea of citizens’ participation in government performance evaluation,the government should establish the "citizen-oriented" service concept,and citizens should enhance their own "master" consciousness and status;Second,it is necessary to improve the institutional guarantee of citizen participation in the government performance evaluation,including the institutional positioning of citizen participation in the government performance evaluation,the refinement of the operation standards of citizen participation in the government performance evaluation,pay attention to the application of the results in the evaluation of citizen participation;Third,it is necessary to enhance the technical ability of citizens to participate in the government performance evaluation,including the use of we media to carry out the government performance evaluation information disclosure,the establishment of simple and effective citizen participation performance evaluation means to broaden the technical ways of citizens to participate in the government performance evaluation.
