Research On Citizen Participation In Government Performance Evaluation

The construction of government performance evaluation system is the key content of the construction of public administration system.It is also an important starting point for the modernization of China's national governance system and governance capacity.With the growing of civil society and the improvement of democracy,citizen participation is becoming a major factor of government performance evaluation.Scientific,reasonable and responsive performance evaluation participation mechanism can promote the realization of civil rights,optimize the government's public management efficiency,and promote the realization of public interests.Therefore,many Western democratic countries have been committed to the construction of citizen participation system in government performance evaluation and achieved considerable results.Under this background,the performance evaluation system of the government is changing from the single mode of the first mock exam to the pluralistic mode of opening to the public.It is of great significance to study the construction of citizen participation system in government performance evaluation for improving government efficiency and developing democratic politics.In view of this,this paper starts from the practice of citizen evaluation government,aiming to analyze the limitations and obstacles of the current citizen participation system,and put forward some countermeasures for the further improvement of the system.From the perspective of analytical framework,this paper first combs the development process of the local government citizen participation system in China,and analyzes the limitations of the current implementation of the system.Based on this,this paper further from the value,system,technical level to explain the motivation and obstacles of citizen evaluation participation system.Through the introduction of the participation of citizen in Nanjing as a case,this paper reviews the specific process and details of citizen participation,summarizes the specific practical problems that affect the effective participation of citizens,and puts forward opinions and suggestions on the construction of citizen participation mechanism in the current performance evaluation of local governments in China.Through the study,this paper finds that: to a certain extent,the inclusion of citizen participation system in government performance evaluation is conducive to the improvement of public satisfaction and the sense of responsibility of the government,but the current citizen participation system is still limited by the solidified values of all parties involved,the lack of supporting system design and the backward corresponding technical concepts.In the specific design and operation,we should combine various forces to achieve the ultimate goal of cooperative governance between government and citizens in the process of reference,exploration and innovation,so as to improve performance.
