Research On The Citizen Participation In Government Performance Evaluation Of Liaoning Province Based On The CIPA Framework Perspective

"CPC Central Committee on deepening the reform decisions on major issues" ofthe Third Plenary Session of the eighteen Communist Party of China proposedperformance evaluation requirements in many reforms areas, the performanceevaluation has been the important methods and tools in managing state affairs. Atpresent, government performance evaluation in China exists mostly as a singledirection assessment tool from top to bottom in the government inside; it’s the mainmeans to higher levels of government to lower levels of government to complete thetask. This evaluation method has obvious disadvantages and strong limitation. Withthe rise of "service oriented government" and "people’s satisfaction" as the standard ofadministrative philosophy, focusing on government performance gradually from theeconomic efficiency to change public services, citizen has the right to speak for thegovernment’s public service capacity, citizen participation in government performanceevaluation has become an inevitable trend. Thus as the evaluation subject citizenshow to participate in the government performance evaluation has become animportant topic.In this paper, from the basic concepts of government performance evaluation andcitizen participation to start, draw lessons from CIPA model with theoretical andpractical, which has been successfully used in the United States, thereby construct thecognitive framework on the process and method. Analyzing the existing problems ofLiaoning Province based on the concrete practice from four aspects about systemdesign, the ability to participate, the specific methods of operation and the informationfeedback process. On this basis, the paper puts forward the countermeasures inLiaoning province to improve citizen participation in government performanceevaluation, including changing government concept, improving the relevant legalconstruction, defining and cultivating participation main body, optimizing the methodand establishing sophisticated feedback mechanism etc.
