Research On The Construction Of Basic Living Materials Supply And Security System In Confined And Controlled Communities Under Public Health Crisis

In recent years,the COVID-19 epidemic,as a typical public health emergency,has broken out worldwide,bringing far-reaching impacts to the whole society.After a public health emergency occurs,there will be a large and urgent demand for basic living materials in a short period of time,especially in communities under closed control.A sound basic living material supply and security system is an important support for responding to public health emergencies,an important foundation for ensuring the safety and health of the people,and a necessary measure to improve the national governance capacity.At present,the basic living material supply and security system is becoming increasingly sound,and the disposal capacity is gradually strengthening.However,there are still some problems that need to be addressed through a series of investigations and research to propose scientific and feasible solutions,in order to improve the overall effectiveness of the community basic living material supply and security system under the public health crisis.This article consists of six parts.The first part introduces the research background and significance.The second part summarizes relevant research at home and abroad,and explains the relevant concepts.Next,through literature review,questionnaire surveys,and interviews,from the three dimensions of government,enterprise,and community,basic living material reserves,logistics distribution The specific practices in three aspects of mechanism management have grasped the current situation and problems of the supply and security of basic living materials in communities under the lockdown control of public health crises in China.They have identified five issues:insufficient strategic reserves of basic living materials by the government,unreasonable reserve structure of basic living materials by enterprises,difficulties in the final 100 meters of logistics distribution in communities,lack of intelligent material procurement platforms in communities,and imperfect standards for basic living material supply and security,And through analysis,the specific reasons for the above problems were identified,and finally,countermeasures were proposed to strengthen the emergency system management of basic living material supply guarantee,strengthen the supervision of basic living material supply guarantee,accelerate the construction of community microcirculation basic living material distribution mode,accelerate the construction of an integrated system of basic living material supply,and improve the relevant legislation of basic living material supply guarantee,Promote the improvement of basic living material supply and security capabilities in communities under public health crises.
