Study On Problems And Countermeasures Of The Post-disaster Emergency Materials And Resources Supply System In China

Natural disasters in China are frequent and various. They bear a negative role to the sustainable fast and continuous growth of the national economy and the harmony and stability of the society. The supply of emergency materials and resources, which serves the base of disasters countering, is directly related to the success of the countering. And the supply of the post-disaster emergency materials and resources has great significance to the disaster countering and the stable development of the society and economy.Governments at various levels in China have adopted a series of policies and measures in fighting against natural disasters, and initially established the operating system of the post-disaster emergency materials and resources supply. However, due to the insufficient study on emergency materials and resources'mobilization and preparation, the current system can not meet the demand of supply in natural disasters to a large extent. And there is a large gap in the supply capability between China and developed countries.Based on the theories of post-disaster emergency materials and resources supply, and combined with the study of the reaction of the government and market during the 2008 southern snowstorm, this paper points out the problems existing in our supply system. And then the preparation mode in face of the new situation has been raised considering the preparation system in China. At last, in light of the management experiences of the US and Japan in this regard and the existing problems, a series of policy suggestions have been given in the supply and preparation system formulation as references.Aside from the introduction, this paper is made up of five parts. Firstly, the study of the general theories of post-disaster emergency materials and resources and their supply. Concepts, categories and features of the emergency materials and resources have been elaborated, and the bearing factors in their demand and supply have been analyzed. Secondly, the further study of the supply system in China. While concluding the current supply situation in the country and the snowstorm in the south in 2008, problems existing in the system have been highlighted. Thirdly, the study of the post-disaster emergency materials and resources preparation system in China. After the study of requirements and modes of their supply, emergency materials and resources preparation based on the E-commerce has been figured out from seven aspects, including the use of the preparation methods, the efficiency of the management, the rate of the providers , the efficiency of information flow, the streamlining of the preparation and the transparency of the preparation. The shortages in the traditional preparation have been fixed effectively. Fourthly, the study and conclusion of foreign management experiences. Mobilization and preparation in this regard in the US and Japan has been studied from three aspects, the mobilization plan, the establishment of mobilization institutions in the post disaster period and the post disaster mobilization mechanism. Fifthly, raising countering measures to solve problems. In light of former study and conclusion and the reality in china, countering measures are raised from three aspects, including improving the management system of emergency materials and resources supply, the acceleration of their storage and preparation system, and the strengthening of the post disaster mobilization and preparation system in order to perfect the formulation of the system in china.
