The implementation of basic public health service project is an important measure toward basic public health service equalization and is also an important component of new medical reform work. The consummation of basic public health service compensation system has great significance for successful implementation of basic medicine system, and is also an important channel to practically improve our country’s medical health level, which has great significance for improving basic medical health service quality, completing the target of Medical Reform fruit shared by all nationalities, maintaining social stability, and promoting national unity and harmonious society development.Taking Urumqi City’s basic public health service project and compensation system as study objects, around 3 aspects of basic public health service supplication efficiency, implementation situation of public health fund compensation system, and residents satisfaction degree, this study conducted a random sample survey to community public health service center of different holders, and finally selected 16 community health service centers to conduct questionnaire survey and interview, and then after data reduction, made an analysis on the problems and reasons in the process of the implementation of Urumqi City basic public health service compensation system, which includes the following aspects: firstly, basic public health service project supply unbalance, mainly including traditional and new items completion situation unbalance, and service projects completion situation unbalance resulted from supply cost variance; secondly, basic public health service compensation system distemperedness, which in the process of compensation fund appropriation appears as lack of compensation fund amount, complex fund approval procedures, inefficiency, and uncomprehensive compensation range, and on the aspect of compensation fund management appears as opaque compensation fund use, unclear use limit, deferred assessment results interpretation resulted from discord performance assessment level, and lack of relevant incentive mechanism; thirdly, community health service organization service capacity deficiency, which appears as low qualification of health technical workers of the organization, mismatching to the demands of basic public health service items to be completed, organization’s environment and equipped facility cannot meet the demands to launch all basic public health service items. Aiming at above problems, this study proposed the suggestion of optimizing present basic public health compensation mechanism from the following aspects: perfecting compensation mechanism, transforming imputing method, establishing just reasonable compensation distribution mechanism, and scientific supervisory mechanism, et al.
