Research On Policy Changes Of Higher Vocational Education In China Based On Multiple Streams Theory

Higher vocational education is an important component of higher education in China.After decades of rapid development,it has cultivated a large number of skilled talents for society,met the practical needs of the public to accept higher education,improved the efficiency of talent conversion into productivity,and enhanced the ability of talents to serve society.This article will take some policies of vocational education since the reform and opening up as the research object.On the one hand,it will sort out the policy text in order to clearly grasp the actual process of policy transformation in vocational education.On the other hand,it will use postmodern representative and explanatory policy process theory to conduct attribution analysis of the policy changes in this article,bringing interdisciplinary new thinking to the changes of higher vocational education policies in China.By sorting out the research results related to domestic and foreign policy changes and higher vocational education policies,using Nvivo 12 software to analyze and research the policy changes of higher vocational education,including establishing projects,coding analysis,data analysis,dividing the stages of higher vocational education policy changes based on the analysis results,and conducting multi-source flow analysis of each stage of higher vocational education policy changes,The reason for the obstruction of multi-source mobility in the process of policy changes in higher vocational education lies in the pain points in the source and flow of problems,unclear division of vocational education institutions,and insufficient social recognition;There are bottlenecks in the source and flow of policies,insufficient openness of the political system,and unclear role of think tanks;The political source lacks focus,the conflict of values,and the bounded rationality of decision-makers.Finally,from the perspective of multi-source flow theory,explore the optimization path of China’s higher vocational education policy setting,pay attention to hot topics,attach importance to the source and flow of problems,identify policy issues,play a role in policy integration,pay attention to the source and flow of policies,combine unblocking and focusing on political sources,grasp the window of policies,and revise and improve higher education vocational policies.
