Up to now,China’s MPA education policy has been implemented for 22 years.China’s MPA education is suited to our administration department and non-governmental for high-quality and applied public management skilled personnel.The article focuses on the changes of MPA education policy.Firstly,the process of MPA education policy change in China is combed.Then it puts China’s MPA education policy under the framework of multi-streams flow theory,analyzes the main factors influencing China’s MPA education policy changes and the interaction between them.Finally,from the perspective of optimizing China’s MPA education policy,some suggestions are provided.The article includes six several chapters.The first chapter is the preface of this article.The main writing historical background,research focus,purpose and’ significance.existing literature review,research methods,research contents,innovations and shortcomings of the article are expounded in detail.The second chapter refer to the definition of MPA,education policy and policy change.The third chapter specifically research the process of MPA education policy change.From the perspective of symbolic time and change trajectory,this paper studies in the order of time.The fourth chapter analyzes the influencing factors of MPA education policy changes in China from the perspective of multi-source theory.The fifth chapter is policy recommendations.From the perspective of multi-streams theory,this article gives the path to optimize China’s MAP education policy.The last chapter is the improvement of the article and the prospect of developing MPA education.Based on empirical research,this paper systematically examines the practical value of multi-source theory in the process of MPA education policy change in China.The article holds that the three streams are self-contained.It is not the stream of problems first,then the stream of politics and policy.it is considered that the political origin plays a relatively key role in the change of MPA education policy.Every policy entrepreneur has his own method of defining problems,ideas of setting programs,and forms of determining programs.They play a decisive role in the change of MPA education policy.There are problems in the data search,method application and theoretical explanation of MPA education policy changes.In short,there is still much room for improvement.
