Research On Collaborative Governance Of Volunteer Service In Sports Events In China

In 2019,the State Council released the "Outline for the Construction of a Strong Sports Country",which clearly defines the goals,tasks and paths to achieve the construction of a strong sports country.In order to achieve the construction of a strong sports country,at this stage,governments and organizations around the world vigorously promote various sports,and sports events of various scales are held on a large scale,and the demand for event volunteer services has increased,and the number of people involved in volunteer services has been increasing,and the level of volunteer services has been improved to a certain extent,but at the same time,there are some problems in the process of volunteer services in some events.Beijing Winter Olympic Games is the most influential sports event held in China at this stage,and the event volunteer service has been praised by all parties,and its successful experience can be summarized to provide reference experience to improve the level of volunteer service governance of sports events in China.The paper introduces the collaborative governance theory into the research field of competition volunteer service,and adopts research methods such as in-depth interview method,field investigation method and case study method.First of all,it reviews the representative theoretical models of collaborative governance at home and abroad,and finds that the existing universal,domain and other related theoretical models are not suitable for this study.Therefore,on the basis of previous studies,the author constructed a theoretical model of collaborative governance applicable to volunteer service in sports events.The model consists of five core categories:system environment,main structure,participation motivation,synergy process and synergy result.These five core categories play different roles in the process of volunteer service in sports events,and at the same time interact with each other,forming an organic interactive system.Secondly,it summarizes the evolution of the development of volunteer service for sports events in China.Under the advantages of China’s system and organization,after decades of development,the level of governance of voluntary service in sports events has been constantly improved.At present,a perfect service model has been formed,which is"government-led-organizing committee overall planning-University Youth League committee management-college students’ participation".At the same time,there are some difficulties,such as imperfect system guarantee,insufficient coordination of governance process,and no long-term mechanism has been established.Thirdly,using the theoretical model for Beijing Olympic Games volunteer service is analyzed,at the winter Olympic Games volunteer service,the government,the ocog,colleges and universities,volunteers formed a good collaborative relationship between multiple participation main body,ensure the smooth operation of the Olympic volunteer service.Finally,it concludes that the enlightenment of improving the synergistic governance of voluntary sports events is:optimizing the system environment,clarifying the core subjects,strengthening the interaction of process and emphasizing the transformation of achievements,which is of great significance for promoting the sustainable development of voluntary service of voluntary sports events.
