| The Red Cross is an important part of the national emergency management system,as well as an important assistant and an important force of the national emergency management department.The statutory responsibilities of the Red Cross include:carry out rescue and disaster relief work,establish a Red Cross emergency rescue system;carry out emergency rescue training,popularize emergency rescue,disaster prevention and risk avoidance and health knowledge,and organize volunteers to participate in on-site rescue.In recent years,natural disasters and other emergencies have occurred frequently.As a bridge and link between the party and the government to connect with the masses,the Red Cross has its unique role in the field of national emergency response.Over the years,Red Cross societies at all levels across the country have been striving to strengthen emergency rescue capacity building and add social forces to our country’s emergency management system.However,at present,the participation of social forces in our country is relatively low in national emergency management.It is already an important issue to pay attention to the construction of the Red Cross emergency service system,improve the standardization and scientific level of social forces participating in rescue,and improve the self-rescue and mutual rescue capabilities of the whole society.Using the method of literature research,interview,comparative research and inductive analysis,this paper takes the Suzhou Red Cross Society as an example to carry out empirical research,from four aspects:emergency rescue response mechanism,emergency rescue team,emergency rescue popularization,and disaster preparation material library Analyzed the status quo of the operation of the emergency service system of the Red Cross Society of Suzhou City,and analyzed the effectiveness of the emergency service system of the Red Cross Society of Suzhou City,as well as the existence of unclear emergency rescue responsibilities,shortage of rescue volunteers,low penetration rate of emergency rescue training,and emergency equipment.Inconsistency and so on.In response to these problems,through the use of public service theory,emergency management theory,and public crisis management theory,the reasons for these problems are analyzed:incomplete emergency medical laws and regulations,lack of incentive mechanism for volunteers,insufficient awareness of citizens learning emergency medical training,the Red Cross emergency service system is underfunded.Combined with the experience and inspiration of the construction of emergency service systems at home and abroad,it is suggested to improve laws and regulations,improve the emergency service system and system;improve the level of first aid popularization and strengthen professional teams;carry forward the spirit of the Red Cross and encourage the public to participate in first aid;increase capital investment and improve public facilities.equipment;strengthen the construction of grass-roots organizations,and form countermeasures such as grid emergency services.It will promote the operation efficiency of the Red Cross emergency service system and enhance the ability of social self and mutual rescue. |
