Research On Problems And Countermeasures In The Performance Of Public Service Functions By State-Owned Commercial Banks

With the development of social and economic development,the public’s attention to public services continues to rise,the "14th Five-Year Plan" is clearly focused on improving service efficiency and service quality,building a new system of high-quality and efficient,structural optimization,competitive service industry.The 20th Party Congress report once again proposed to deepen the reform of decentralization,decentralization and optimization of services;focus on solving the urgent problems of the people,improve the basic public service system and raise the level of public services.State-owned commercial banks,as financial institutions with state-owned background,are an important part of China’s financial market,playing an important role in China’s financial industry and even economic life,and playing a very important role.Although state-owned commercial banks are not public sector,they themselves play a crucial role in promoting the development and operation of public services in society.The study of state-owned commercial banks’ performance of public service functions can strengthen state-owned commercial banks’ attention to public service functions,promote public recognition of state-owned commercial banks,promote the transformation and development of their business,and contribute to the sustainable and stable development of China’s economy in the new situation.This paper takes New Public Service Theory and Public Goods Theory as the theoretical basis,composes the relevant research literature at home and abroad,defines the three concepts of state-owned commercial bank,public service and public service function of state-owned commercial bank,takes Suzhou branch of Agricultural Bank of China as a case study,combines work practice and empirical research,and outlines the current situation of public service function performed by Suzhou branch of Agricultural Bank of China.It is reflected in the in-depth promotion of service warming project,implementation of financing to support stable enterprises,taking the lead in piloting digital RMB work,guarding capital security and promoting social harmony.In addition,the effectiveness of the public service function of Agricultural Bank of China Suzhou Branch in recent years is analyzed,which is reflected in the financial innovation to improve the service quality,the praise for serving the local economy,the implementation of several first digital RMB projects,and the remarkable fulfillment of social responsibility.At the same time,it also analyzed the problems in the process of performing its functions,including the need to improve the efficiency of financial services,the need to adjust the placement of credit intermediaries,the need to optimize the settlement of payment intermediaries and the need to improve social responsibility.The reasons for the above problems were analyzed,mainly including insuficient awareness of financial services,insufficient advanced concept of credit placement,insufficient sound supervision and assessment mechanism,and insufficient awareness of social responsibility.Finally,in view of the above problems and causes,the optimization path is proposed,including the innovation of bank financial products and simplification of complex service processes;the transformation of the concept of credit allocation and the in-depth development of inclusive finance;the establishment of financial supervision and monitoring mechanisms and the strengthening of the security construction of payment systems;and the proposal of social responsibility strategies and the establishment of supervision and evaluation systems.
