Abstract/Summary:
State owned banks,that is,banks owned and controlled by the state.The largest shareholders of these banks are the Ministry of Finance and Central Huijin Investment Company,both of which account for more than 60% of the total shares.Moreover,the market value of most of these banks exceeds 1trillion yuan,and they are large commercial banks in volume.With the opening of the financial market and the implementation of the financial reform policy,China’s state-owned banks have gradually developed from the original impression of the four major professional banks of the industrial and agricultural construction corporation to the six major state-owned banks,namely the industrial and Commercial Bank of China,the Agricultural Bank of China,the bank of China,the Construction Bank of China,the Bank of communications and the postal savings bank of China,These six banks have become the most important financial institutions in China’s banking industry.As the basic,pillar and functional financial institutions in the development of national economy,whether the public service function of state-owned banks can play a normal role is related to the stable growth of national economy.In order to enable the state-owned banks to better perform their public service functions,first of all,the core functions are fully studied.In the increasingly fierce financial environment,its original four core functions have gradually evolved into public service functions to adapt to today’s society,including social functions and economic functions.Taking Shanxi Branch of Bank of China as an example,this paper analyzes the current situation of the performance of its public functions,analyzes the existing problems,and explores the various reasons for the lack of performance,so as to further explore how to make the state-owned banks better implement the public service functions,adapt to the market competition,and finally achieve healthy and stable development.This paper first studies the basic concepts and theoretical basis,including the concept and function of state-owned banks,and the theoretical basis for state-owned banks to perform public service functions.Through the research of new public service theory,public goods theory and basic public service theory,this paper analyzes the characteristics of public service functions of state-owned banks,Find the basis for state-owned banks to perform public service functions.Then it analyzes the current situation of Shanxi Branch of Bank of China in performing the public service function,and introduces the basic situation of Shanxi Branch of Bank of China,including the development history of Bank of China and the current situation of Shanxi Branch of Bank of China.Through the establishment and transformation of the branch network of Shanxi branch of Bank of China,it helps enterprises to transform their development path,and strengthens individual customer service projects,This paper analyzes the current situation of its public service function and its effect in people’s livelihood,science and technology,green economy and so on.To find out the problems existing in the performance of public service functions of Shanxi Branch of Bank of China,including the lack of positive attitude towards public service,the lack of high effectiveness of public service,and the lack of rich types of public service,this paper analyzes and infers the causes of these problems,and finds out the reasons from the aspects of social responsibility consciousness,bank supervision mechanism and evaluation system,bank supervision mechanism and evaluation system Financial services to perform the functions of innovation and other aspects of mining in detail.Finally,find out the reason,suit the remedy to the case,from point to area,from ideology to system,special to the whole research,put forward the relevant countermeasures to improve the performance of public service functions of state-owned banks.
