| With the rapid development of Internet and telecommunication derivative industry,telecom network fraud has become one of the most intense crimes reported by the public.According to public data on the official website of the Ministry of Public Security,as of November 2021,public security organs across the country have solved more than 370,000 telecom fraud cases and arrested nearly 550,000 suspects.Since 2019,all kinds of telecom network fraud cases in K City have exploded in growth,and the number of losses is extremely surprising,which has caused serious property losses and huge spiritual blow to the people,but also directly affected the public security organs and even the government’s social credibility,resulting in a very bad social impact.Since 2018,K City has been ranked among the top 100 counties in China for many consecutive years.The rapid economic development has made more than 3 million residents in a city area of more than 900 square kilometers.From 2018 to 2021,the number of cases in K City increased from 3,500 to 11,800.Losses from being cheated ranged from more than 70 million yuan to more than 500 million yuan.The huge population base coupled with rich income has brought a variety of prevention and control problems,and the number of all kinds of cases has far exceeded the surrounding areas,counties and cities,especially telecom network fraud cases.Based on K city as an example,this paper through literature method,case method,interview method,analysis the dubious title of K city telecom network fraud crime research,summarizes the main characteristics of telecom network fraud crime,combined with the current management of telecom network in K the principal means of fraud crime,analyze its governance problems existing in the process of telecom network fraud crime and deficiencies,to solve these problems,It is of profound theoretical significance for K city and other local governments to better fight against and prevent telecom network fraud crimes and maintain local harmony and stability by putting forward corresponding optimization strategies based on collaborative governance theory,reshaping the new system of governance of telecom network fraud crimes in K city and forming effective governance experience. |
