Research On Problems And Countermeasures Of Investment Invitation Of KETD Under The Background Of Building A New Development Pattern

The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China proposed to accelerate the construction of a new development pattern with the domestic big cycle as the main body and the domestic and international double cycles promoting each other.Building a new development pattern is a major adjustment and improvement of China’s economic development strategy in the future.In this context,as an important engine to promote the economic development of local governments,investment invitation can only promote the sustainable development of local economy and adapt to the new development pattern by continuously optimizing,adjusting and innovating.Based on the era background of building a new development pattern,this paper takes the investment invitation of Kunshan Economic and Technological Development Zone(hereinafter referred to as "KETD")as the research object,using literature research,case analysis,interview survey,questionnaire survey,SWOT and other research methods,conducting field research on KETD,to analyze from many aspects such as participants,investment promotion recruitment process,and investment promotion methods.The paper finds that in the context of building a new development pattern,KETD has some problems in attracting investment,including that the project attraction is mainly foreign capital,the proportion of domestic capital is low,the introduction of high-end industries is insufficient,and the difficulty of project introduction is increased.The causes of these problems include the difference in the initiative of domestic and foreign investment settlement,the imperfect investment invitation assessment mechanism,the vague industrial development planning,the increasingly fierce homogenization competition,and the inadequate positioning of government functions.Based on the analysis of the above problems and their causes,and using SWOT analysis method to further analyze the advantages,disadvantages,opportunities and threats of investment attraction in KETD,this paper puts forward three targeted countermeasures for KETD to optimize the investment attraction work facing the new development pattern:Actively integrate into the new development pattern and update the concept of investment attraction;Do a good job in the planning of advantageous industries and carry out the chain investment model;Improve the business environment in an all-round way and create the strongest competitive advantage.
