| In recent years,in the context of extreme global changes and the acceleration of my country’s urbanization,urban floods caused by heavy rainfall have become extremely frequent and tend to increase.It is not only related to the safety of urban social and economic development,but also to the people.The safety of living people’s property and the sustainable development of the entire city.Since the 18 th National Congress of the Communist Party of my country,General Secretary Xi has made a series of important speeches and instructions on how to strengthen the emergency management of natural disasters from the strategic perspective of realizing the great rejuvenation of the Chinese nation,and integrated the early warning and defense of natural disasters and the construction of governance and control capabilities into the overall country The capacity system is being built.Therefore,how to establish an effective emergency management system and improve the ability to respond to floods is a test of the administrative execution and emergency management capabilities of the local government.At present,from the perspective of academic research on flood disaster emergency management,most of them stay at the macro level or the research on emergency management in some larger cities,and there are few research results on emergency management in small and medium-sized county-level cities.From the perspective of the local government emergency management system,the author analyzes and studies the flood disaster management in Suide County,hoping to provide relevant countermeasures and theoretical references for the construction of the flood disaster emergency management system in Suide City and other small and medium-sized cities.As the urban area of Suide County is constantly affected and threatened by flood disasters,such as the "7.26 Extraordinary Flood" in 2017,which caused huge socio-economic and people’s lives and property losses in Suide,in addition,the urban area is small and the population density is large.,Social wealth is gradually accumulating,so it is a very urgent task for the Suide local government to establish an emergency management system that can prevent,resolve and eliminate flood disasters.This research is based on public crisis management theory,comprehensive natural disaster risk management theory,and holistic governance theory.Through the use of literature method,induction method,questionnaire method,and interview method,the flood disaster emergency management system of the local government in Suide City was carried out.Through analysis and research,it is found that the emergency management of flood disasters in Suide City includes emergency coordination between departments,prevention and early warning,urban flood control planning and construction,public flood control publicity and education,and the government’s use of NGO emergency response capabilities.There are still some problems,and then the reasons for related existing problems are analyzed.At the same time,it introduces the advanced methods of flood disaster emergency management in typical cities at home and abroad,and makes theoretical analysis and experience reference,which provides an indirect theoretical reference for improving the countermeasures of the existing problems in the flood disaster emergency management in Suide County,such as establishing a sound emergency management organization.The establishment of an advanced early warning and monitoring system,the establishment of a complete urban flood control infrastructure,the expansion of the participation rate of non-governmental organizations in disaster emergency management,and the emphasis on the construction of disaster prevention education and culture for the whole society,etc.,are improving and improving the local government of Suide County.The capacity building of flood disaster emergency management has very important practical and theoretical significance. |
