| As a participant of local government governance,the government service center takes on the functions of providing government service,strengthening government affairs openness and accepting government affairs supervision,and makes effective contribution to local economic development,under the background of optimizing local government governance ability,improving the service effect of government service center has become an important component.As a government portal providing systematic services,it needs to coordinate and dispatch many departments,units,individuals and other subjects to participate in the service supply system,therefore,the internal synergy formed in the process has become a direct impact on the government service center’s own performance of an important factor.Based on this,this paper intends to define the“Embedded collaboration” model,select G Municipal Service Center as a case study,to understand the special situation of inter-departmental collaboration in the process of local governance,and to explore the formation and effectiveness of embedded collaboration as the logical starting point of this paper.Firstly,the concept of“Embedded collaboration” is defined,starting from the theoretical basis and the nature of the two parts.The essence of the study is to regard it as an administrative act,which can be divided into three parts: the Act Element,the Act operation and the act efficiency,specifically,the running chain is optimized through the goal mobilization subject coordination.At the same time,the system theory is introduced as a theoretical tool,and the three characteristics of the system theory,input and output logic and good system characteristics are respectively corresponding to the behavioral elements,operation and efficiency,it is explained that embedded collaboration is a systematic process.Secondly,to understand the current status of G municipal services from the basic situation,concrete process and effect of embedded collaboration.By determining the real-life scenario of embeddedness synergy,the running mechanism of embeddedness synergy is explained,and the result of embeddedness synergy is an internal system of government.It is a systematic process to comb the embedded process with the help of the operation mechanism and to supplement the embedded operation.Finally,the practical effect of the process is realized,and the practical significance and function of the embedded collaboration are clarified.Thirdly,from the performance of its plight and the causes of formation to clarify the existence of the cooperative model of the reality of the plight.The realistic predicament is embodied in three aspects: the whole system split at the level of system mechanism,the system function confusion at the level of information technology and the system dynamic imbalance at the level of public value.Because of the influence of the three levels,there are three embeddedness states: embeddedness adaptation,de-embeddedness adjustment and clutch suspension,the transition and interleaving of the three states form the present embedding dilemma.Finally,combining the three characteristics of a good system in system theory,that is,self-organization,resilience and hierarchy,to find effective measures to solve the embedding dilemma,by making the structure more complex and keeping its own stability,it can promote the effectiveness of embedded coordination,and finally improve the local government’s governance capacity. |
