Evaluation Of The Effectiveness And Optimization Strategy Of Rural Grid-based Governance In Zhoushan City

In the report of the 20 th Party Congress,it is proposed to "improve the grassroots governance platform with grid-based management,refined services and information support",and it is also pointed out that in the process of building a modern socialist country,the most difficult and heavy task exists in rural areas.Therefore,the 20 th Party Congress not only pointed out the direction for the development of grid-based governance,but also provided ideas for the innovation of rural social governance mode.Under the current situation of rapid development of social informatization and networking,the improvement of farmers’ living standards,the tendency of diversified service demands,and the difficulty of traditional self-governance to match the development of rural society,the application of grid-based governance to rural areas is not only an important manifestation of the modernization of national governance system and governance capacity,but also a bold attempt of grassroots governance.As one of the early implementers of grid-based governance,Zhoushan City has formed a set of grid-based governance system suitable for its own development.This thesis studies the effectiveness of grid-based governance in rural areas of Zhoushan City,which to a certain extent reflects the effectiveness of grid-based governance in rural areas of Zhoushan City.Based on theories such as fine management,seamless government and 3E,this thesis uses research methods such as literature analysis,questionnaire survey,hierarchical analysis and fuzzy evaluation method to study the effectiveness of grid-based governance in rural areas of Zhoushan City.The article systematically outlines the background,development process and main contents of grid-based governance in Zhoushan City,and then obtains relevant evaluation data through questionnaires and visits,constructs an evaluation index system for the effectiveness of grid-based governance in rural areas of Zhoushan City,and finds,based on the results of fuzzy evaluation,that there are still imperfections in the villagers’ participation in the governance system,irregularities in the construction of the grid member team,grid-based In response to these problems,specific optimization strategies are proposed in terms of strengthening mass participation,improving team construction,clarifying the division of responsibilities,improving the governance mechanism and improving the information platform,with a view to providing some reference values for the rural grid-based governance in Zhoushan City.
