Research On The Construction Of Platform Government In Harbin

Over the years,the mobile internet is exploding,and the whole society has shown the characteristics of networking,digitalization and intelligence.The digital platform led by crossborder communication,cooperation and sharing,and collaborative innovation has spread all over people’s lives,and has also promoted the construction and development of platform-based government in the field of public governance.The Central Committee of the Communist Party of China emphasized in the Party’s Report to the 20th CPC National Congress that social governance should take "co-construction,co-governance and sharing" as the core,strengthen and innovate social governance and build a harmonious socialist society governance,and build a community of social governance,which made government governance move towards a new journey of multi-governance and co-sharing.Platform-based government is the product of inciting the operation of entity government with platform technology as the mainstay.On the basis of building an integrated government service platform in Heilongjiang Province,a unified index system of "good and bad reviews" has been formulated,and the data of "good and bad reviews" in Heilongjiang Province have been collected,aggregated and pushed to the system,initially achieving interactive communication and collaborative sharing with the public through the government platform.Harbin cooperates with Heilongjiang provincial government to promote and improve the construction of various technical platforms,including government service platform,big data platform and mobile platform,so as to achieve the goal of platformbased government construction at all stages,realize the transformation of government form and build a platform-based governance model,which has important theoretical and practical significance.Based on the above background,this paper takes the platform government construction in Harbin as the research object,and analyzes the basic situation and main achievements of the platform government construction in Harbin by using the methods of literature research,theoretical analysis and case study,based on the theory of holistic governance,seamless government theory,new public service theory and bilateral market theory.This paper reveals the problems existing in the process of building a platform-based government in Harbin,such as unbalanced development,inadequate safety protection,insufficient openness of governance,and insufficient reserve of technical talents.Based on the analysis of the causes of these problems,it concludes that the platform-based government in Harbin lacks overall planning,the safety supervision system is not perfect,lateral thinking has not yet formed,and the talent evaluation mechanism is not perfect.Draw lessons from the beneficial experience of platform government construction in London,Ontario,Spain,Guangzhou,Hangzhou,Nanjing and other advanced regions at home and abroad.On this basis,it is proposed that Harbin should promote the balanced development of platform-based government construction in all districts and counties,build a perfect platform-based government safety supervision system,promote the transformation of government management concepts,and continuously strengthen the talent guarantee for platform-based government construction,so as to provide reference for platformbased government construction in Harbin.
