The report of the 20th National Congress of the Communist Party of China once again points out the importance of talent for the overall development of the country and it is necessary to create a policy atmosphere that respects talent and creativity.In the process of comprehensive revitalization of Heilongjiang Province,the development of talents is even more crucial and plays an important driving role.The formulation of talent policies is the guide and direction of action for talent development and the formulation of entrepreneurial talent incentive policies is a necessary condition for mobilizing the enthusiasm of entrepreneurial talents.Therefore,formulating scientific entrepreneurial talent incentive policies is one of the important tasks of Heilongjiang Province.However,there are currently difficulties in how to introduce and retain talents,and how to make the existing entrepreneurial talent resources play a better role.Although Heilongjiang Province has introduced a large number of entrepreneurial talent incentive policies in recent years and has achieved certain results,the overall effectiveness has not yet met expectations and policies still need to be optimized to better serve the development of entrepreneurial talent and the overall development of cities.With the continuous changes in the economic,political,social and cultural environment,optimizing entrepreneurship policies in Heilongjiang Province is particularly important.Based on the above background,based on public policy value theory,human capital theory,process incentive theory and dual factor theory,this paper uses literature analysis,survey analysis and comparative reference methods to study the content of entrepreneurial talent incentive policies in Heilongjiang Province.Through research,it is found that the current policy still has problems such as lack of targeted talent introduction policies,insufficient incentive policies for entrepreneurial talents,lack of diversity in entrepreneurial talent cultivation policies and inadequate implementation of entrepreneurial talent incentive policies.The main reasons for these problems are the relatively backward conditions for talent introduction,insufficient guarantee of talent incentive funds,relative lack of talent cultivation resources and inadequate supervision mechanism for talent incentive policies.By drawing on the advanced experience of the United States,Germany,Japan,Jiangsu,Guangdong and Zhejiang provinces and combining the actual situation of Heilongjiang Province,this paper proposes countermeasures to improve the introduction policy for entrepreneurial talents,further innovate the incentive policy for talents,enhance the scientific nature of entrepreneurial talent cultivation policies and optimize the evaluation mechanism for entrepreneurial talent incentive policies,in order to stimulate entrepreneurial talents,Committed to the comprehensive revitalization of Heilongjiang Province.
