Study On The System Of "First Secretary" In Village Under The Background Of Rural Revitalization

Over the past 40 years of reform and opening up,China’s economy has witnessed rapid development,economic aggregate has been continuously increased,and people’s living standards have been effectively improved.Therefore,we must pay great attention to the construction and development of rural areas,and try to make up for the shortcomings of rural modernization.In 2015,the Organization Department of the CPC Central Committee,the Leading Group for Rural Affairs of the CPC Central Committee and the Poverty Alleviation Office of The State Council jointly issued the Work on Selecting and Dispatching excellent Cadres to serve as the First Secretaries of Villages,which started the prelude of the "first secretaries" stationed in villages to help rural people get rid of poverty and get rich.After winning the battle against poverty and building a moderately prosperous society in all respects,the General Office of the CPC Central Committee issued the Opinions on Continuously Appointing the First Secretaries and work Teams to Key Villages in 2021,which clearly stressed that the experience and role of the system in targeted poverty alleviation should be continuously brought into play.We will continue to promote the system of "first party secretaries" in villages to help comprehensively revitalize rural areas.In the context of the connection between poverty alleviation and rural revitalization,in order to ensure the priority development of agriculture and rural areas,effectively solve the difficulties and problems existing in the comprehensive rural revitalization,and consolidate the foundation of the Party’s governance in rural areas,it is necessary to strengthen the construction of rural grass-roots party organizations,ensure that the "first secretary" in the village will lower down and perform their duties,and effectively solve the practical problems existing in the process of the comprehensive rural revitalization.This paper mainly uses the field investigation method and the case analysis method to deeply analyze the practical experience of the "first secretary" in Fulai Village,Taimin Village,Yi’an County,Qiqihar City,Heilongjiang Province,and Sanhuangmiao Village,Ranzi Mountain Area,playing an important role in the process of effectively connecting poverty alleviation and rural revitalization.It summarizes the beneficial achievements made in strengthening the guidance of Party building,promoting industrial development,serving the people and giving full play to professional advantages.At the same time,in-depth analysis of the system of the "first secretary" in the village of the actual predicament,concentrated in the first secretary selection difficulties,not clear responsibilities of help,assessment subject is relatively simple,the quality of the first secretary is not strong.Based on this,the paper gives specific opinions and suggestions on the institutional arrangement and policy formulation of the "first secretary" system in villages,and puts forward the optimization path to improve the"first secretary" system in villages.Through perfecting the selection system,clarifying the assistance system,optimizing the assessment system and implementing the incentive guarantee system,the "first secretary" system in villages under the background of rural revitalization can be effective.We will help achieve all-round rural revitalization.
