Study On The Construction Of Grass-roots Party Organizations In Minority Areas In The Context Of Targeted Poverty Alleviation

Accurate poverty alleviation is an important strategy made by the Central Party Committee with the general secretary Xi Jinping,which resolutely decides to win the battle against poverty and build a well-to-do society.Poverty alleviation in rural areas and resolutely win the battle against poverty are related to consolidating the Party's ruling status,concerning the long-term stability of the country,and concerning the socialist modernization.The countryside basic-level party organizations are the bridge between the Party and the masses,they are the core of the Party's leadership in all fields of rural work,they are also the main leading forces of winning the battle against poverty,and they are the mainstay of the countryside governance.In the decisive period of building a moderately prosperous society in all respect,it is the fundamental guarantee for winning the battle against the poverty to help to play the important role of the countryside basic-level Party organizations.This article uses the literature research method,questionnaire survey method and interview method to take Kangle County of Linxia Hui Autonomous Prefecture in Gansu Province as an example to analyze the achievements,present problems and the causes of leading the problems in the implementation of the strategy of taking targeted measures to help people lift themselves out of poverty,and provide ways to strengthen the construction of countryside basic-level party organizations by combining with the actual situation in rural areas.Firstly,identifying the important effect of countryside basic-level party organizations on taking targeted measures to help people lift themselves out of poverty.Rural areas are the important part of building a moderately prosperous society in all respects,but at the same time,it is also a short board for building a well-to-do society.The countryside basic-level party organizations are the fighting bastion of the construction of the beautiful countryside and the main mainstay in the process of the countryside governance,and they are the custodians,they are the leaders and they are the organizers of taking targeted measures to help people lift themselves out of poverty.Playing all these roles will be the irreplaceable measures in the battle against the poverty.Secondly,the achievements and problems of countryside basic-level party organizations in their work have to be analyzed through the distribution of questionnaires and interviews,and the factors of leading to the presence of these problems have to be analyzed.On the one hand,the countryside in ethnic areas have undergone a new look and the construction of countryside basic-level party organizations has been improving since the implementation of the poverty alleviation strategy.On the other hand,there are also issues that cannot be ignored.The organizational structure of the countryside basic-level party organizations is unbalanced,the political life of the Party is imperfect,and the work is insufficient in the battle against poverty in ethnic areas.The factors of leading to these problems mainly are the inadaptability between the countryside basic-level party organizations and the precision poverty alleviation,and the inadequacy between the countryside basic-level party organizations and the rule of law at the basic governance.Finally,exploring the countermeasures for strengthening the construction of the countryside basic-level party organizations in ethnic areas,which is combining the problems and the actual condition in the work of taking targeted measures to help people lift themselves out of poverty.Firstly,we must innovate the ways in which the party organizations are set up and strengthen the construction of rural party members.Secondly,we must improve the guarantee mechanism and supervision mechanism for serving the masses of the countryside basic-level party organizations.Thirdly,improving the ability of grass-roots party organizations,and actively explore new ways of poverty alleviation.
